CASE #:l <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF <br /> FOX KNOLL 2ND ADDITION; <br /> CASE OF RESIDENTIAL DEVELOPMENT, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Residential Development, Inc. is requesting preliminary plat approval of Fox Knoll 2nd Addition. <br />The property is located in the southeast comer of the intersection of Sunfish Lake Blvd. N.W. and <br />153rd Avenue N.W. Since sketch plan review, the plat has been revised to eliminate the <br />commercial lot ~and now consists of 46 single family lots. The plat will be served by municipal <br />water and sanita~ sewer. The following items are enclosed for your information: <br /> <br /> a) site location map <br /> b) Proposed preliminary plat <br /> c) City Staff review letter dated January 31, 1996 <br /> <br />Observations: <br /> <br />The subject progerty is zoned R-1 Urban Residential for which single family residential lots are a <br />permitted use. ~ of the lots appear to meet the milfimnm 80 foot lot width requirement (90 feet on <br />comers). <br /> <br />The Anoka County Highway Depa~haent has approved the location of the access onto Sunfish <br />Lake Blvd. Wi~ the elimination of the commercial lot in the northwest comer of the plat, the <br />developer has also eliminated an access onto I53rd Avenue N.W. The City Engineer has <br />recommended ~at w~th some careful plannmg, Sodium Street can be extended north to access <br />153rd Avenue N.W. without causing removal of red and white oaks in the northeast comer of the <br />plat. Mr. Kurakiowns the adjacent property to the south and in accordance with his request at the <br />time of sketch plan review, 151st Lane N.W. will terminate in a cul-de-sac at the south property <br />boundary. All 10ts will receive access from interior streets. <br /> <br />The Drainage Plan is generally acceptable and proposes to convey drainage overland to 152nd <br />Avenue where a ~storm sewer will carry it eastward to a sedimentation pond before discharging into <br />Wetland #1 I4P.' <br /> <br />With regard to pfxlestrian trails, it was anticipated that at some point in the future there may be a <br />need for an On-~Road "B" trail along Sodium Street N.W. to 153rd Avenue. To facilitate this <br />possibility, the ~leveloper is being required to provide curb cuts at 152nd and 151st and an <br />easement from ~e northerly terminus of Sodium Street to 153rd. This easement from Sodium to <br />153rd will not bet necessary if Sodium is redesigned as a through street The developer will also be <br />required to continue the pedestrian trails along Sunfish Lake Blvd. and 153rd Avenue N.W. <br /> <br />Park dedication will be satisified w/th a cash contribution. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the preliminary plat with Sodium platted as a through street. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recomm*nd that City Council approve/deny the preliminary plat of Fox Knoll 2nd <br />Addition!contingent upon compliance with City Staff Review Letter dated January 31, <br />1996. <br /> <br />Review Checklist: <br />PC: <br /> <br />City Engineer <br />Parks & Utilities Supervisor <br />2/6/96 <br /> <br /> <br />
