CASE <br /> <br />REQUEST FI <br /> <br />Background: <br /> <br />SITE PLAN APPROVAL OF LANDMARK COMMUNITY BANK; <br /> CASE OF KKE ARCHITECTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />KKE Architects have been retained by Johnson Holdings in Isanti to prepare a site plan for their <br />new facility, Landmark Community Bank, to be constructed on the historic town hall site on Tnmk <br />Highway t747. The following items are enclosed for your information: <br /> <br /> a) Site location map <br /> b) ~ite plan <br /> c) City Staff review letter dated January 31, 1996 <br /> <br />Notification: <br /> <br />Site plans are n~t required to be subjected to public hearings. In addition, the surrounding parcels <br />are zoned for apmmercial uses and this development would have no peculiar impact on any <br />adjacent prope ~!~y. Therefore, no notice of the pending development to adjacent parcels was <br />deemed necessa~'y~'. <br /> <br />Observations: <br /> <br />Through prepar'4tion of the site plan, it became apparent that the current north property line extends <br />into what shoulc1 be the right-of-way for 142nd Avenue N.W. It was also anticipated that Mn/DOT <br />would require al:lditional right-of-way along T.H. g47. In negotiating for redevelopment of this <br />site, the City ag~_ ed to replat the property to correct the 142nd Avenue and T.H. g47 rights-of-way <br />and separate theiold town hall onto its own parcel. <br /> <br />The proposed project meets City Code requirements for zoning, lot coverage, setbacks, <br />architectural stabdards, design and number of off-street parking for the bank, the old town hall, <br />and driveways. [The plan needs to be modified to identify the location and construction materials <br />for a screened waste storage area. <br /> <br />City Code requl~s a 20 foot wide landscape area adjacent to all public roads. City Staff supports a <br />reduction in thq~ dimensional requirements for the landscaping in order to achieve the more <br />important right-~)~ f-ways necessary for 142nd Avenue and T.H. g47. <br />Drainage will b~ conveyed to a detention pond in the northeast comer of the site. <br />Recommendation: <br /> <br />City Staff recompaends site plan approval. <br /> <br /> Commilsion Action: <br /> <br />Motion ~: <br />Recomm~.nd that City Council grant site plan approval to KKE Architects for the Landmark <br />Commu~ty Bank facility. <br /> <br />Review Checklisl: <br />PC: <br /> <br />City Engineer <br />2/6/96 <br /> <br /> <br />
