A proposed drainage plan of the developed site delineating in <br /> which direction, the volume and at what rate storm water will be <br /> conveyed from the site and setting forth the areas of the site where <br /> storm water will be allowed-to collect and gradually percolate into <br /> the ground or be slowly released to stream or lake. The plan shall <br /> also set forth hydraulic capacity of all structures to be consmacted <br /> or existing structures to be utili?ed including volume of holding <br /> ponds and the design year of the storm. <br />I 1. An erosion and sedimentation control plan indicating the type, <br /> location and necessary technical information on control measures <br /> to be taken both during and after construction, including a <br /> statement expressing the .calculated anticipated gross soil loss <br /> expression in ton/acre/year both during and after consumction. <br /> The gross soil loss shall not exceed 5 tons per acre per year during <br /> construction or 2 tons per acre per year during construction when <br /> the site is adjacent to a water body or water course; and 1/2 ton per <br /> acre per year after the construction activities are completed as <br /> calculated in accordance with the Uniform Soil Loss Equation. <br /> Wetlands and other natural water bodies shall not be used as <br /> primary sediment traps during or after construction. <br />12. A plan of erosion protection measures which shall make maximum <br /> use of natural in-place vegetation rather than the placing of new <br /> vegetation on site as erosion control facilities, the use of natural <br /> erosion control devices shall be preferred to the maximum extent <br /> over the construction of artificial drainage devices including <br /> culverts, holding ponds and ditches, the development shall be <br /> located in such a manner as to minimize the removal of vegetation <br /> and alteration of the natural topography. <br />13. The proposed size, alignment, height and intended use of any <br /> su'uctures to be erected or located on the site including building <br /> elevations (front, side and rear). <br />14. A clear delineation of all areas which shall be paved or surfaced <br /> including a description of the surface material to be used. <br />15. A description of the method to be provided for vehicular and <br /> pedestrian access to the proposed development and public access <br /> to the river and/or public river view opportunities both before and <br /> after development; a description of the development's impact on <br /> existing views of and along the river. <br />16. Trail right-of-way shall be provided to the City in accordance with <br /> the general alignment(s) as shown on the Proposed Mississippi <br /> River Trail Corridor Map dated 12/~/89 and .approved by the <br /> Council on 12/12/89 to allow for development of the Mississippi <br /> River Corridor Trail.
