TH 47 Access and Corridor Study

VI, PUBLIC INFORMATION MEETING

On January 17, a public information meeting for the corridor study was held at
Ramsey City Hall. In spite of the poor weather that evening, the meeting was
attended by over 50 residents and business owners. The three principal
concerns raised by those in attendance were:

Comments from the Public Information Meeting

The timing and the nature of the proposed improvements.

The residential property owners whose homes were likely to be needed to
be acquired, wanted to know when their properties were likely to be
acquired and wanted information on the acquisition process. Their chief
concern was the uncertainty that had now been placed on their properties.

The business owners were concerned about the loss of access, right-of-
way acquisition and the possible disposition of excess right-of-way. One
specific question regarding access to commercial property that was
repeated several times was "Why can't driveways with right turns only into
the site be allowed on a site by site basis?".

Anoka County Project

B. Response to Comments

o

The completion of this report should provide better information regarding
the type and the timing of the proposed improvements.

The uncertainty regarding the possible acquisition of residential properties
can only be reduced by decisive action by the City of Ramsey to say
whether or not this Corridor Study represents the city's plan for this
roadway. If it does, then the City must establish a process for the
acquisition of the parcels in question at the earliest possible date to
remove that burden of uncertainty from the current property owners.
Provisions could be made to allow the homes to remain occupied until
roadway construction is actually imminent.

The questions of allowing right turn commercial driveway access and the
disposition of excess right-of-way are under Mn/DOT's jurisdiction.

SRF Consulting Group, Inc. 37
