Councilmember introduced the following resolution and moved for its adoption: <br /> RESOLUTION <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT # TO REZONE CERTAIN <br />PROPERTY FROM B-1 BUSINESS TO R-1 U--ff'ffAN RESIDENTIAL <br /> <br /> WHEREAS, the City received an application to rezone certain property in accordance <br />with Section 9.03.03 of the Ramsey City Code; and <br /> <br />NOW THEREFORE, BE IT RESOLVED <br />OF <br /> <br /> BY THE CITY COUNCIL OF THE CITY <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1. That Blaine Edmundson, hereinafter referred to as "Applicant", has properly applied to <br /> rezone certain property from B-1 Business to R-1 Urban Residential. <br /> <br />2. That the Planning Commission conducted a public hearing pursuant to Section 9.03.03 of <br /> the City Code on March 4, 1996 and that said public hearing was properly advertised and <br /> that the minutes of said public hearing are hereby incorporated by reference. <br /> <br /> 3. That the property proposed to be rezoned is legally described as follows: <br /> <br /> (12qSERT LEGAL DESC~ON HERE) <br /> <br /> and upon recording: <br /> <br /> Brandseth, except Outlot A, Anoka County, Minnesota <br /> <br />4. The total area of the property to be rezoned is approximately eleven (11) acres. <br /> <br />5. That the subject property is currently zoned B-1 Business. <br /> <br />6. That the properties to the north, east and west are zoned B-I Business and the property to <br /> the south is zoned R-1 Urban Residential. <br /> <br />7. That the Applicant is proposing to retain approximately 8.75 acres of commercial zoning <br /> and develop the remainder of the plat with single family urban residential lots. <br /> <br />8. That the City is currently in the process of updating the land use element of the <br /> Comprehensive Plan and the subject property continues to be slated for commercial <br /> development. <br /> <br />9. That on February 13, 1996, the Applicant received City approval for a preliminary plat that <br /> proposes to develop a portion of the property with single family urban residential lots. <br /> <br />10. That the proposed zoning admendment wiI1/~ not substantially adversely impair the use <br /> or market value of any surrounding property. <br /> <br />1 I. That the proposed zoning amendment will/will not change the essential character of the <br /> area. <br /> <br /> <br />
