CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL OF BANK FACIITY; <br /> CASE OF RIVERSIDE DEVELOPMENT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background.; <br /> <br />Riverside Development has applied for site plan approval of a bank facility to be constructed on <br />Lots 3 and 4, Block 1, River's Bend Plaza 3rd Addition. The following items are enclosed for <br />your informati6n: <br /> <br />a) <br />b) <br />c) <br /> <br />iSite location map <br />~Site plan <br />!City Staff review letter dated February 20, 1996 <br /> <br />Noti fica ti on: <br /> <br />Site plans are not required to be subjected to public hearings. In addition, the surrounding parcels <br />are zoned for bommercial uses and this development would have no peculiar impact on any <br />adjacent prope~ay. <br /> <br />Observations: <br /> <br />The proposedl project meets City Code requirements for zoning, lot coverage, setbacks, <br />architectural s ~.t~.ndards, waste storage and design and number of off-street parking spaces. <br /> <br />A right-in/righ[-out only is proposed to the site from T.H. #47. The T.H. g-47 Corridor Study <br />discourages accesses from g47. The plan has also been forwarded to Mn/DOT for review and <br />comment. <br /> <br />City Code requ;ires a 20 foot wide landscape area adjacent to all public roads. For the most part, <br />this requiremeOt is met along T.H. g47 and 142nd Avenue. However, if the expansion area is <br />developed as sl~own on the site plan, the landscape area along Xkimo is reduced to less than 10 <br />feet. It appearsithat there is more than ample off-street parking being provided for and elimination <br />of a couple of ~arking spaces in the expansion area will allow shifting that parking west and <br />providing for n~ re landscape area along Xkimo Street. <br />In the event some type of residential use is developed on the east side of Xldmo Street in the <br />future, Staff is ~x:ommending that screening be established at this time along Xldmo Street. Staff <br />is also recommending that the 5 foot wide sidewalk be continued from Xldmo south to T.H. ~-47. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval. <br /> <br />Commission Action:. <br /> <br />Motion t9: - <br />Recommend that City Council grant site plan approval to Riverside Development contingent <br />upon compliance with City Staff Review Letter dated February 20, 1996. <br /> <br />Review Checklist: City Engineer <br />PC: 3/4/96 <br /> <br />'7 <br /> <br /> <br />
