CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW FOR AN EXPANSION TO <br /> ALLOY RECOVERY; CASE OF JON SCHWARTZMAN <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Jon Schwartff~n- an of AHoy Recovery Company 'at 7060 142nd Avenue N.W. has applied for site <br />plan approvalifor a 9,000 square foot expansion to thc existing aluminum processing facility. The <br />purpose of thd addition to the principal structure is to get more of the site operations indoors. <br /> <br /> · I <br />The following items are enclosed: <br /> <br /> a) i Site location map <br /> b) ~ Site plan and building elevations <br /> c) I City Staff review letter dated February 21, 1996 <br /> <br />Notification,: <br /> <br />Site plans are pot required to be subjected to a public hearing. However, there is also a conditional <br />use permit an~endment request relating to this case and that does require a public hearing. The <br />public hearing~ notice was mailed as far east as the Bury & Carlson site, north to the AEC site, west <br />to Rarnsey Bl~d. and south to Hwy. #10. <br /> <br />Observations: <br /> <br />Alloy Recove ,fY is proposing an expansion to their building to get more of the site operations and <br />storage indor/~rs. The proposed expansion meets City Code requirements for lot coverage, <br />setbacks, and #umber of off-street parking spaces· The site plan issued in 1991 for the initial <br />construction o~the facility waived the 50% other than metal requirement for exterior f'mish. In <br />accordance wiih the previously approved site plan, the lower half of the front wall of the expansion <br />will have horizontal vinyl siding and brick molding applied to it; the remaining walls will be ribbed <br />metal panels, r <br /> <br />When the on##hal building was constructed m 1991, the City wmved the reqmrement for curbing <br />the perimeter cl~ bitnminous behind the building but required that pavement be finished with B-612 <br />curbing from the front of the building to the street. To date, that curbing has not been installed. <br />Staff is recommending that the current site plan be modified to include curbing the perimeter of all <br />bituminous fro~ the front of the building to the street. <br /> <br />The site plan approved in 1991 also proposed to establish some plantings: 5 Spruce, 1 Maple and <br />2 Ash trees. I~doesn't appear that those trees have been established on the site or if they were, <br />they have not s.~tived. <br /> <br />Staff visited the site on February 20 and it is apparent that even with the building expansion <br />bringing more[of the site operations indoors, some substantial screening is necessary to screen <br />outside opera~ions from public view at 142nd, Ramsey Blvd. and Hwy. #I0. Staff is <br />recommending pat the landscape plan from 1991 be voided and the applicant be required to submit <br />a new plan that!would address the need for screening on the south, east and west sides of the lot <br /> <br />City Code alsol requires at least 50% of the exterior facing finish on buildings to be other than <br />metal. The exit. ting building consists of fibbed metal panels and the applicant is proposing the <br />same finish on ~e expansion area and the cold storage warehouse. The applicant has also declined <br />to consider up .g~fiding the buildings with the use of tax increment funds. <br /> <br /> q7 <br /> <br /> <br />
