CASE #~, <br /> <br />REQUEST FOR SITE PLAN REVIEW FOR AN EXPANSION TO <br /> ALLOY RECOVERY; CASE OF JON SCHWARTZMAN <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background~ <br /> <br />Jon Schwartz~ an of Alloy Recovery Company at 7060 142nd Avenue N.W. has applied for site <br />plan approval .for a 9,000 square foot expansion to the existing aluminum processing facility. The <br />purpose of the ,addition to the principal structure is to get more of the site operations indoors. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />iSite location map <br />iSite plan and building elevations <br />:City Staff review letter dated February 21, 1996 <br /> <br />Notification: <br /> <br />Site plans are rmt required to be subjected to a public hearing. However, there is also a conditional <br />use permit am4~ndment request relating to this case and that does require a public hearing. The <br />public hearing ~otice was mailed as far east as the Bury & Carlson site, north to the AEC site, west <br />to Ramsey Blvtl. and south to Hwy. #10. <br /> <br />ObservationS: <br /> <br />AHoy Recovery is proposing an expansion to their building to get more of the site operations and <br />storage indoo(& The proposed expansion meets City Code requirements for lot coverage, <br />setbacks, and ~umber of off-sweet parking spaces. The site plan issued in i991 for the initial <br />construction o4 the facility waived the 50% other than metal requirement for exterior f'mish. In <br />accordance with the previously approved site plan, the lower half of the front wall of the expansion <br />will have horizr~ntal vinyl siding and brick molding applied to it; the remaining walls will be ribbed <br />metal panels. .. <br /> <br />When the orig~al building was constructed in 1991, the City waived the requirement for curbing <br />the perimeter ot~ bituminous behind the building but required that pavement be finished with B-612 <br />curbing from tile front of the building to the street. To date, that curbing has not been installed. <br />Staff is recornrfiending that the current site plan be modified to include curbing the perimeter of all <br />bituminous fro~ the front of the building to the street. <br /> <br />The site plan approved in 1991 also proposed to establish some plantings: 5 Spruce, 1 Maple and <br />2 Ash trees. Itidoesn't appear that those trees have been established on the site or if they were, <br />they have not sflrvived. <br /> <br />Staff visited the site on February 20 and it is apparent that even with the building expansion <br />bringing more 6. f the site operations indoors, some substantial screening is necessary to screen <br />outside operations from public view at 142nd, Ramsey Blvd. and Hwy. #10. Staff is <br />'recommending ~at the landscape plan from 1991 be voided and the applicant be required to submit <br />a new plan thatwould address the need for screening on the south, east and west sides of the lot. <br /> <br />City Code also requires at least 50% of the exterior facing finish on buildings to be other than <br />metal. The existing building consists of ribbed metal panels and the applicant is proposing the <br />same finish on the expansion area and the cold storage warehouse. The applicant has also declined <br />to consider upgr~r ding the buildings with the use of tax increment funds. <br /> <br /> <br />
