CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF RABBIT RUN; <br />CASE OF JON RAMBOSEK, S.L. DREAM HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Jon Rambosek is .V~luesting preliminary plat approval to subdivide 40 acres in the rural residential <br />district into 4 single family lots. The property is located west of the Rum River Plaza Shopping <br />Center on the south side of 167th Avenue N.W. <br /> <br />The following items are enclosed for your information: <br /> <br /> a) Sin* location map <br /> b) Preliminary Plat and Resubdivision Plan <br /> c) city Staft review letter dated April 24, 1996 <br /> <br />Observations: <br /> <br />All of the lots me.~t the 2.5 acre minimum lot size and the 200 feet of frontage on a public road <br />requirements. Th~ plat is also in conformance with the 4 in 40 density zoning. <br /> <br />Except for one lot,~ all of the lots will have access to a cul-de-sac extending south off of 167th. The <br />fourth lot will hav~ direct access to 167th. The cul-de-sac does not exceed the 600 foot maximum <br />length restriction. ', <br /> <br />A resubdivision plan has been submitted that reflects that the proposed plat design and building pad <br />locations will no(:hinder resubdivision of the property if and when sewer and water becomes <br />available to the sit~. <br /> <br />A wetland delinea~on will have to be provided and all wetlands should be dedicated as drainage <br />and utility easements on the final plat. <br /> <br />Soil borings have ibeen provided that show shallow depth to mottled soils. Mound type septic <br />systems are likely :,on these lots. However, adequate areas for replacement mounds appear to be <br />available. <br /> <br />A Grading and Dr~nage Plan has been provided and is generally acceptable, however, silt fence <br />should be added t~ protect the wetland during construction. The street grades should be modified <br />to achieve a minimum grade of 0.5% along the curblines and lowest allowable floor elevations <br />should be added to!the plan. <br /> <br />The standard drain.age and utility easements have been provided around the perimeter of each of the <br />lots. There is also a pipeline easement that crosses the northeast comer of the plat. <br /> <br />The Park Commission has recommended that park dedication be satisfied with a cash payment. <br />They have also requested that the resubdivision plan provide an access to the park immediately <br />south of the plat. <br /> <br />The plat will be subject to the newly implemented Transportation Impact Fee. <br /> <br />21 <br /> <br /> <br />
