We are also in receipt <br />of a Grading & Drainage Plan and a Future Subdivision Plan also consisting of one <br />(1) sheet each prepared by Pioneer Engineering and dated April 15, 1996. We offer <br />the following comments: <br /> <br />Zoning and General: The property is zoned R-1 Rural Residential and <br />single family residential lots are a permitted use under this zoning. The <br />property is also subject to 4 in 40 density zoning and the 40 acre parcel is <br />restricted to four (4) lots. The proposed plat consists of 4 single family <br />rural residential lots. <br /> <br />Resubdivision Plan: In accordance with City Code, a resubdivision <br />plan has been submitted that verifies that the design of the rural plat and the <br />proposed building pads will not hinder furore resubdivision of the subject <br />properly to urban standards <br /> <br />Lot Dimensions and Area: All lots meet the 2.5 acre minimum lot size <br />requirement. Each lot has the required 200 feet of frontage on a public road <br />or measures 200 feet wide at the building setback line on the cul-de-sac lots. <br /> <br />Streets and Access: Lots 1, 2 and 4 will be served by a cul-de-sac <br />extension off of 167th Avenue N.W. This cul-de-sac does not exceed the <br />600 foot maximum length restriction. Lot 4 is proposed to have direct <br />access onto 167th, which Staff and the Planning Commission found to be <br />acceptable at the sketch plan stage. <br /> <br />Soils: Ail of the lots must contain a minimum of 27,225 square feet of <br />Class 1 soils to be deemed suitable for on-site septic systems. The soils on <br />the subject parcel include Nymore which is a Class I soil, but also include <br />Lino, Isanti, Kratka and much soils which are rated as having severe <br />limitations for on-site soil absorption fields. Soil borings have been <br />provided and Lots 2 and 3 will require mound type septic systems. It <br />would appear from viewing the contours that adequate area is availablle on <br />both of these lots for a future replacement system. <br /> <br /> <br />
