U' u <br /> <br />Recommendation: <br /> <br />Given the current difficulty in filling vacancies on most commissions, term limits don't <br />make sense at this time. Requiring incumbents to reapply when their terms expire would <br />serve the same purpose of infusing new blood as appropriate, and as needed. To prevent <br />misunderstandings with the commissions, the City Council should make it clear that final <br />appointments are made on the basis of the overall composition of the commission, as well <br />as on the merits of the individuals applying. <br /> <br />Serving on More Than One Commission <br /> <br />Ideally, City commissions should involve as many citizens as possible. If individuals <br />serve on more than one commission simultaneously, they fill a spot that could be filled <br />by an additional citizen. Realistically, this has not been a problem because we have a <br />dearth of applicants for most commissions. Recognizing the amount of time and energy <br />it takes to serve on most commissions, dual service may be difficult for most people to <br />give without overextending themselves or slighting the work of one or both commissions <br />they serve. <br /> <br />Recommendation: <br /> <br />Individuals should not be allowed to serve on more than one commission simultaneously. <br />tn order to make this policy practical, the City must improve its recruitment of qualified <br />candidates for commissions. The Administrative Services Manager should work with the <br />City Council and the commissions to develop a more aggressive approach to publicizing <br />openings and stimulating interest in serving on City commissions. <br /> <br />General Comments <br /> <br />We need to improve the flow of information between the City Council and the <br />commissions in both directions. The commissions need to understand the Council's <br />expectations and priorities before problems develop. The Council needs to understand <br />the commissions' decision making processes and concerns in order to give guidance and <br />feel comfortable with results. It is easier for this type of information exchange to occur <br />when people are calm and there are no contested issues on the table. We should seek out <br />oppommities to build understanding and an appreciation of the partnership aspects of the <br />Council/commission relationship. <br /> <br /> <br />
