CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW OF A RETAIL CENTER; <br />CASE OF L.A.N.D. PROPERTIES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />L.A.N.D. ~operties is seeking site plan review to develop a 13,680 square foot retail <br />center on Ldt 1, Block 1, Riverview Estates, which is located in the southwest quadrant of <br />the intersection of T.H. #10 and Sunfish Lake Blvd. Miller Architects & Builders has been <br />retained by L.A.N.D. Properties to prepare the site plan. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) ; <br />c) <br /> <br />Notification: <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated May 29, 1996 <br /> <br />Site plans ar9 not required to be subjected to a public hiaring. However, this particular site <br />plan also rec~uires a variance and the neighboring residential properties are cognizant of the <br />proposed development by notice of that public hearing. <br /> <br />Observations: <br /> <br />Access to th~ center is proposed from Riverdale Drive N.W. and Sunfish Lake Blvd. N.W. <br />in addition m a right-in/fight-out only from T.H. #10. The City Engineer finds the access <br />from #10 uhacceptable. The plan has been forwarded to Mn/DOT for review and <br />comment_ <br /> <br />The site plan submitted complies with City Code requirements for siructure setbacks and <br />number and design of off-street parking spaces. <br /> <br />The subject property is in the Mississippi River Critical Overlay Distdct which restricts <br />impervious surface (structures and pavement) to 30% of the lot area. The ultimate <br />impervious surface proposed on the site is 77%. Accordingly, the developer has applied <br />for a varianc~ which must be certified by DNR. <br /> <br />The City Engineer has requested more detailed information on the drainage plan. It is <br />assumed that runoff will drain to an internal storm sewer system. Calculations are <br />requested to ~erify the size of the storm sewer and the volume of the detention pond. A <br />permit from the Lower Rum River Water Management Organization will be required. <br /> <br />City Code requires screening between the commercial development and the residential uses <br />on the south Iside of Riverdale. The site plan proposes a 5 foot berm established with <br />unidentified p, lantings. The site plan needs to be modified to identify the size and species of <br />the plantings~ It is also noted by City Staff that the off-street parking areas are quite <br />substantial in'; size and it is recommended that some shade trees be incorporated into the <br />design of the parking lots. <br /> <br /> <br />
