Voting No: None.

Case #3: North Metro Mayors Presentation

E1 Tinklenberg, President of North Metro Mayors Association, summarized the recent activities
and accomplishments of the Association and some of the discussions that have taken place with
regard to transportation funding, etc.

Case i~2: Trunk Highway #47 Corridor Study

City Engineer Jankowski explained that in the fall of 1995, the City of Ramsey initiated a corridor
study along Tnmk Highway g47, south of 167th Avenue. The purpose of this study included
determining the extent of current n'affic operations, problems and possible solutions, providing for
the needs of the City by developing an access management plan and ultimate roadway design and
developing a planning time table for when additional improvements are likely. The process which
led to the development of the draft study was prepared by SRF Consulting Group with input
provided through monthly meetings with a study steming committee which consisted of MnDOT,
Anoka County Highway Department, and the City of Ramsey Road and Bridge Committee. On
January 17, 1996, the public was invited to attend an open house on the study... Concerns
expressed by the public at that meeting were summarized and addressed in the draft document. In
addition, a workshop session was held on March 19, 1996, with steering committee
representatives and individuals who cited concerns over issues of access, land acquisitions, and
potential funding. Mr. Jankowski explained further that tonight's public hearing is intended to
receive formal public comment on the study which, after adoption, will be considered a part of the
City's Comprehensive Plan. In addition to the public comment, receipt of written comments are
anticipated from Anoka County, MnDOT, and the Metropolitan Councih He added that copies of
the draft study have been available at City Hall and also at the library.

Denny Eyler, SRF, reported that they solicited comments from the County, State and the
Metropolitan Council. The comments received back from Anoka County regarding the draft were
of a technical nature. He apologized for the "non-polished look" of the report but reminded all
present that it is a draft.

Mayor Hardin closed the regular portion of the City Council meeting at 7:31 p.m. in order to
conduct the public hearing

Public Hearing

Mayor Hardin called the public hearing to order at 7:31 p.m.

Citizen Input

Bill Dom, representing Lord of Life Lutheran Church, 14501 Nowthen Boulevard NW, Ramsey,
stated that the church is a major "stock holder" in the Highway g47 corridor and thanked the City
for spending the money to conduct the study. He explained that Lord of Life Church has
experienced much growth in the past five years and they expect it will continue. In the next 10
years, the church expects to have a sanctuary to seat 3,000 people. The traffic problem is
significant and the church is commissioning a study of the traffic problem. He stated they have
looked at the corridor study and feel that the 149th intersection presents a positive solution to some
of the church's future problems. In the interim, we anticipate we Mil need some type of temporary
access onto Highway #47. 'Mr. Dom asked that Council consider the option of a temporary
connection or maybe a permanent connection for an egress point. This could be limited to Sunday
