CASE #: ~ <br /> <br />REQUEST FOR SKETCH PLAN APPROVAL OF A <br />MINOR SUBDIVISION; CASE OF DAVID TRANBY <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />David Tranby is requesting sketch plan approval to plat 29 acres in the rural service area <br />into 3 lots; one existing homestead and two new lots. The property is located on the west <br />side of Tiger Street, south of 173rd Avenue N.W. <br /> <br />The following items are enclosed for your informatiOn: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff review letter dated June 24, 1996 <br /> <br />Observations: <br /> <br />The 3 lot minor subdivision on 29 acres is in conformance with 4 in 40 density zoning. <br />However, the minimum lot size in the Rural Service Area is 10 acres and one of the lots is <br />proposed at 2.5 acres. Mr. Tranby's reasoning for requesting the deviation from the <br />minimum lot size on one of the lots is that he has a buyer for his existing homestead on <br />Parcel A that wants 10 acres of land. Ma-. Tranby will be building himself a new home on <br />Parcel B and he only wants to carve himself out a 2.5 acre lot in order to keep as much of <br />the 29 acres as possible in tact, thus retaining more development options for the future. <br />Staff recommends approval of the deviation from the minimum lot size as the plat will <br />remain in compliance with 4'in 40 density zoning. <br /> <br />All of the lots will have the required 200 feet of frontage on Tiger Street. Mr. Tranby is <br />also planning for the future development of Parcel C, if and when 4 in 40 density zoning is <br />repealed, by providing for a 33 foot easement on Parcel B to facilitate the future extension <br />of a public road into Parcel C. <br /> <br />The plat identifies an approximate location for the existing homestead on Parcel A. Staff is <br />requesting verification that this house will meet the appropriate setbacks from the new <br />property lines. <br /> <br />The plat name, lot and block numbers, and standard drainage and drainage easements <br />around the perimeter of the lots needs to be provided on the f'mal plat. Any wetlands <br />determined to exist on the property will also have to be dedicated as drainage easements on <br />the f'ma] plat. <br /> <br />The plat will be reviewed for park dedication requirements by the Park Commission in <br />July. It is anticipated that park dedication will consist of a cash payment. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the sketch plan. <br /> <br />Commission Action: <br /> <br /> <br />
