CASE <br /> <br />REVIEW PROPOSED REVISIONS TO DRAFT ORDINANCE TO <br />ESTABLISH REGULATIONS FOR PARKING AND STORING <br />COMMERCIAL AND PRIVATE USE VEHICLES AND EQUIPMENT <br />IN THE RESIDENTIAL DISTRICTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />At the joint City Council and Planning Commission meeting on July 2, 1996, the most <br />recent version of the ordinance to establish regulations for the parking and storing of <br />private and commercial use vehicles and equipment was reviewed. The City Council <br />expressed the following concerns with the ordinance: <br /> <br />a) <br /> <br />Vehicles and equipment belonging to persons visiting a parcel in Ramsey <br />need to be exempted from the various regulations, especially that clause that <br />requires the vehicles to be registered to the person residing on the property. <br /> <br />b) <br /> <br />Consideration should be given to exempting commemial vehicles from the <br />regulations ff they do not exceed a certain height and length. <br /> <br />Observations: <br /> <br />It wa~s determined that anyone who had any ideas for amendments to the draft ordinance <br />based on the discussion that took place on July 2 should provide them in writing to me so <br />that I could include them in the August Planning Commission agenda for review. <br /> <br />I have reCeived recommendations from Councilmember She/la Beyer and Planning <br />Commissioner Ben Deemer. Their marked up ordinances are attached as Exhibits A and B <br />respectively. For information purposes, I have also enclosed a copy of the ordinance as it <br />is currently written as Exhibit C. <br /> <br />It appears that Councilmember Beyer is recommending that there be separate standards for <br />the rural residential and the urban residential districts. By her strikeout in Item (a) she is <br />recommending that we don't require private use vehicles parked outside to be on a treated <br />surface. <br /> <br />in Item c. I, she feels that short term has to be defined. By striking out the remainder of <br />Item c.1 and Items c.2 and c.3 she is disallowing the parking and storing of any <br />commercial use vehicles and equipment on the property unless it is for a short term. <br />Knowing her position on this issue, I have to assume she is intending that the ordinance <br />allow persons to bring home their commercial vehicles and equipment with no performance <br />standards imposed on them. <br /> <br />By strikSng out Item e, she is recommending elimination of the requirement that vehicles <br />kept on a prdperty have to be registered to the property owner or his/her employer. By <br />striking out~ Item f, she is calling for compliance with the ordinance on its effective date <br />rather than giving persons 1 year plus to get into compliance with the new ordinance. <br /> <br /> <br />
