CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW OF NEW HORIZON DAYCARE; <br />CASE OF R.F. DEVELOPMENT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />R.F. Development has submitted a site plan for the development of a 6,765 square foot <br />New Horigon Daycare facility between T.H. #47 and Xkimo Street at about 143rd Avenue. <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated July 3 i, 1996 <br /> <br />No ti fication: <br /> <br />Although site plans are not required to be subjected to public hearings, City Staff did <br />attempt to notify the residents of River's Bend 3rd and 4th Additions on the east side of <br />Xkimo Street of the proposed commercial development. <br /> <br />Observations: <br /> <br />The facility:will have access from Xkimo Street and no direct access onto T.H. #47. The <br />proposed project meets City Code requirements for zoning, lot coverage, setbacks, design <br />and number of off-street parking spaces and driveways. The plan needs to be modified to <br />verify that the materials used in the construction of the waste enclosure will provide 100% <br />screening. <br /> <br />City Code requires exterior wall f'mishes to be constructed of natural or prefabricated brick <br />or stone or precast concrete panels, or some other materials approved by City Council. The <br />exterior walls of the daycare are proposed to be finished with standard siding and brick. <br />Staff recommends approval of the architectural standards contingent upon the siding being <br />a maintenance-free type. <br /> <br />City Code requires a 20 foot wide landscape area adjacent to al/public roads and when a <br />commercial use is across the street from a residential use. It appears that this green space <br />requirement Can be met on the T.H. #47 side if the play area is green space and not paved. <br />It appears that the green space along Xldmo Street is about 15 feet wide. Because of the <br />residences on the east side of Xkimo, Staff feels that is especially important to meet the 20 <br />foot green space requirement along Xkimo. <br /> <br />Recommendation: <br /> <br />C~ty Staff recommends site plan approval. <br /> <br />Commission Action: <br /> <br />Motiola to: <br />Recommend that City Council grant site plan approval to R.F.
