" CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; CASE OF <br />CASEY'S GENERAL STORES, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Casey's Gerteral Stores, Inc. has submitted a site plan for the development of an 2,720 <br />square foot convenience store on Lot 1, Block 4, Sunfish Square. The following items are <br />enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Letter from Anoka County dated August 27, 1996 <br />City Staff review letter dated August 30, 1996 <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public hearings. However, this proposal also <br />requires a rezoning, which is required to have a public hearing. Notification went beyond <br />the standard 350 feet to attempt to notify all residents of Sunfish Square of the pending <br />rezoning and development. <br /> <br />Observations: <br /> <br />The facility will have access from Industry Avenue and Sunfish Lake Blvd. The access on <br />Sunfish Lake Blvd. has been aligned with the access to Ramsey Athletic Club on the west <br />side of Sunfish Lake Blvd. Anoka County recommends no access onto County Road <br />#116. The City Engineer recommends retaining it in the plan but relocating it to the eastern <br />property line to minimize interference with a future right turn lane. <br /> <br />The proposed project meets City Code requirements for architectural standards, lot <br />coverage, setbacks, design and numlx~r of off-street parking spaces and driveways, <br />screened waste enclosure, landscaping and screening. The lighting plan proposes <br />luminaires with a 2 inch vertical surface; the Planning Commission will have to make a <br />determination on the light fixtures. <br /> <br />The site plan does need to be modified to identify handicap parking spaces and handicap <br />curb cuts at locations where the curbing intersects the bituminous path along Sunfish Lake <br />Blvd. and Industry Avenue. <br /> <br />The City Engineer has requested more detail on the Grading and Drainage Plan. There will <br />have to be a detention pond behind the station or a storm pipe placed to existing detention <br />areas on the adjacent Outlot B. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval. <br /> <br />Commission Action: <br /> <br /> Motion to: <br />Recommend that City Council grant site plan approval to the site plan proposal for <br />the Casey's General Store contingent upon compliance with the City Staff review <br />letter dated August 30, 1996. <br /> <br />Review Checklist: City Engineer <br />PC: 9/3/96 <br /> <br /> <br />
