PEMBLE <br />Traffic Engineer <br /> <br /> COUNTY OF ANOKA <br /> Public Services Division <br /> <br />HIGHWAY DEPARTMENT <br />1440 BUNKER LAKE BLVD NW, ANDOVER, MINNESOTA 55304 <br />(612) 754-3520 FAX (612) 754-3532 <br /> <br />August 27, 1996 <br /> <br />Rick Fidler <br />Casey's General Stores, Inc. <br />PO .Box 3001 <br />One Convenience Blvd. <br />Ankeny, Iowa50021-8045 <br /> <br />RE: Site Plan <br /> Casey's General Store - Ramsey <br /> <br />Dear Mr. Fidler: <br /> <br />We have reviewed the site plan for Casey's General Store - Ramsey, to be located north <br />of CSAH 116 (Industry Ave NW) and east of CR 57 (Sunfish Lake Blvd) within the City <br />of Ramsey, and I offer the following comments: <br /> <br />Existing right-of-way adjacent to CSAH 116 and CR 57 should be adequate for <br />future reconstruction purposes (60 feet north of CSAH 116 R/W centerline; 60 <br />feet east of CR 57 R/W centerline). As indicated in previous reviews, given the <br />proximity of this site to the CSAH ll6/CR 57 intersection, the functional <br />classification of these two roadways, and the traffic volumes/turning <br />movements/posted speed limits, we have concerns regarding the proposed <br />access scheme for this site. To minimize potential conflict points on CSAH 116 <br />and maximize the safe, efficient flow of traffic in this area, ~t is recommended <br />that this site have all ingress and egress from a single access point. Consequently <br />we recommend that the access be located on CR 57, as close to the north-most <br />lot line for this parcel as possible. The City and the Developer shall ensure that <br />the appropriate Sight Distance Requirements are met for this site. Right-of- <br />access along CSAH 116 and the remaining portions of CR 57 should be <br />dedicated to Anoka County. It should also be noted as indicated in previous <br />reviews of this site that future reconstruction of the CSAH ll6/CR 57 <br />intersection will likely involve the construction of a raised concrete median, and <br />access within this parcel is likely to consist of right turn in/right turn out <br />movements following this future reconstruction. <br /> <br />Grading plans for this site have been reviewed and. are acceptable to this <br />department, as all drainage is routed away from the County Right-of-Way. <br /> <br />A permit for work within the County Right-of-Way is required and must be <br />obtained prior to the commencement of any construction.
