City of Ramsey
151r53 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

August 27, 1996

Gregory Dolphin
Dolphin Fast;Food, Inc.
258 Hennepin Avenue
Minneapolis, Mn 55401

Re: Site Plan for Burger King in Ramsey, Minnesota

Dear Gregory:

We are in receipt of a Site Plan consisting of one (1) sheet, prepared by RSP Architects
Ltd., dated July 10, 1996. We are also in receipt of a Topography Plan prepared by
Sathre-Bergquist, Inc., a Preliminary Grading Plan prepared by John Oliver & associates,
Inc., and a Floor Plan and Building Elevations prepared by RSP Architects. We offer the
following corranents:

General: The site plan proposes to develop a 3,000 square foot Burger King restaurant
on the northwest quadrant of the intersection of Ramey Blvd. and Hwy. #10.

Zoning: The site is zoned B-3 Highway Business for which fast food restaurants are
considered a permitted use.

Lot Coverage: The site is approximately 68,400 square feet in size. Lot coverage is
restricted to 35% or 23,940 square feet. The proposed size of the principal structure is
3,000 square feet, which equates to a lot coverage of approximately 4%.

Utilities: The facility will be served by on-site sewer and water services. The septic
system design should be by a certified designer.

Setbacks: The building location exceeds the 35 foot front, 20 foot rear, and 10/20 foot
side setback requirements.

Screening: No screening is required as all adjacent parcels are zoned for commercial
purposes.

Landscaping: .i City Code requires a 20 foot wide landscaped area along all public streets.
In the B~3 Highway Business District, it also restricts any uses in the front 17.5 feet of the
property. The site plan identifies a 15 foot wide landscape area along Hwy. #10, which is
deficient of the 20 foot landscape requirement and results in the drive-up traffic lane
encroaching in'the no-activity zone by 2 feet. In this case, Staff is recommending approval
of this deviation in order to maintain as much green space as possible on the north side of
the property folr septic system needs. · The additional 5 feet of greenspace needed along
Hwy. #10 can be supplemented by extending the turf establishment along the south
