10. 11., That the site and the access to the site will be prepared with an all-weather gravel surface. That all equipment and materials needed to operate the site will be contained in a maximum of six 5' x 3' x 3' equipment cabinets placed on a 10' x 20' concrete pad. 12. That the proposed use wilL/will not substantially impair the use or market value of surrounding properties. 13.- That the proposed use will/will not be unduly dangerous or otherwise detrimental to persons working in the vicinity of the use, or to the public welfare. 14.¸ That the proposed use will/will not be constructed and maintained so as to be appropriate in appearance with the character of the general area and will/will not change the essential character of the area.. 15. 17 19.: That the proposed use will/will not be hazardous or disturbing to existing or future neighboring uses. That the proposed use will/will not be a substantial improvement to the property in the immediate vicinity and the community as a whole. That the proposed use will/will not be served adequately by essential public facilities and services. That the proposed use will/will not crate excessive additional requirements at public cost for public facilities and services and Mil/will not be detrimental to the economic welfare of the community. That the proposed use wilL/will not involve equipment and conditions of operation that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke, fumes, glare or odors. 20~ The motion for the adoption of the foregoing findings of fact was duly seconded by Councilmember and upon vote being taken thereon, the following voted in faVor thereof: ? an8 the following voted against the same: and the following abstained: and the following were absent: whereupon said findings of fact were declared duly passed and adopted by the Ramsey City Council this ~ day of August, 1996.
