SYLVIA FROLIK, <br />RAMSEY CITY COUNCIL AND PLANNING COMMISSION <br /> <br />SHARON JENSEN, PLANNING COMMISSIONER, CITY OF <br />RAMSEY <br /> <br />IDEAS FOR AMENDMENTS TO THE DRAFT ORDINANCE <br />TO ESTABLISH REGS FOR PARKING AND STORING OF <br />COM}4ERCIAL & PRIVATE USE VEHICLES AND EQUIPMENT <br /> <br />At the joint City Council and Planning Commission meeting of <br />July! 2, 1996, the City Council expressed two concerns with <br />the most recent proposed version of said ordinance. They <br />were~ <br /> <br />a) <br /> <br />Vehicles and equipment belonging to persons <br />visiting a parcel in Ramsey need to be exempt <br />from the various regs, especially the clause that <br />requires vehicles to be registered to the person <br />residing on the property. <br /> <br />b) <br /> <br />Consideration should be given to exempting <br />commercial vehicles from the regs if they do not <br />exceed a certain height and length. <br /> <br />In reviewing similar ordinances from the cities of Blaine, <br />Coon Rapids, Elk River, Maple Grove and Champlin, I found the <br />onelfrom Blaine to be the one that I would like to see the <br />City of Ramsey use as a guide line. Please see attached <br />"Parking in the Residential Zones". This is used as a brief <br />summary, easy to read, and available to citizens who are <br />interested. <br /> <br />Blaine has focused on residential parking (see zones listed). <br />Perhaps, for now, we should concern ourselves with more <br />definitive regulations for urban residential parking; making <br />rural residential less restrictive. <br /> <br />Irem #1 could be written as follows: <br /> "Parking and outside storage shall be limited to <br /> operable vehicles currently licensed, or leased, to the <br /> ~occupants of the dwelling unit and their guests, and to <br /> those operable vehicles owned or leased by the employer <br /> :of a person residing at the dwelling unit." <br /> <br />I feel strongly that we should have vehicles registered to <br />thei~occupants of a dwellinq. The public hearings provided <br />many voices with the same concern. We saw pictures of <br />automobiles indiscriminately parked on properties that should <br />be housing one family. They looked like Ramsey's new <br />junkyards! <br /> <br /> <br />
