AUGUST 5, 1996

CITY OF RAMSEY ZONING ADM. SYLVIA FROLIK,
RAMSEY CITY COUNCIL AND PLANNING COMMISSION

SHARON JENSEN, PLANNING COMMISSIONER, CITY OF
RARSEY

IDEAS FOR AMENDMENTS TO THE DRAFT ORDINANCE
TO ESTABLISH REGS FOR PARKING AND STORING
COM]{ERCIAL & PRIVATE USE VEHICLES 'AND EQUIPMENT

At the joint city Council and Planning Commission meeting of
July 2, 1996, the city Council expressed two concerns with
the most recent proposed version of said ordinance. They

Were:

Vehicles and equipment belonging to persons
visiting a parcel in Ramsey need to be exempt
from the various regs, especially the clause that
requires vehicles to be registered to the person
residing on the property.

b) Considera'tion should be given to exempting
_ commercial vehicles from the regs if they do not
exceed a certain height and length.

In reviewing similar ordinances from the cities of Blaine,
Coon Rapids, Elk River, Maple Grove and Champlin, I found the
one from Blaine to be the one that I would like to see the
City of Ramsey use as a guide line. Please see attached
"Parking in the Residential Zones". This is used as a brief
summary, easy to read, and available to citizens who are
interested.

iBlaine has focused on residential parking (see zones listed).
Perhaps, for now, we should concern ourselves with more
definitive regulations for urban residential parking; making
rural residential less restrictive.

~Item #1 could be written as follows:
"Parking and outside storage shall be limited to
operable vehicles currently licensed, or leased, to the
occupants of the dwelling unit and their guests, and to
those operable vehicles owned Or leased by the employer
of a person residing at the dwelling unit."

- I feel strongly that we should have vehicles registered to
the occupants of a dwellinq. The public hearings provided
many voices with the same concern. We saw pictures of
~ automobiles indiscriminately parked on properties that should
be housing one family. They looked like Ramsey's new
junkyards!
