CASE #: ! <br /> <br /> REQUEST FOR SKETCH PLAN APPROVAL OF HARMONY FARM, A <br /> MINOR SUBDIVISION; CASE OF GERALD BAUER <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Gerald Bauer is requesting sketch plan approval to plat 40 acres in the rural transition area <br />into 4 lots; ~one existing homestead and three new single family residential lots. The <br />property is located in the northeast quadrant of the intersect/on of 167th and C.S.A.H. #5. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff review letter dated Septemer 24, 1996 <br /> <br />Noti fi ca tion: <br /> <br />City Code does not require a public hearing for minor subdivisions. <br /> <br />Observations: <br /> <br />The 4 lot rain. or subdivision on 40 acres is in conformance with 4 in 40 density zoning and <br />area and dimension requirements in the R-1 Rural Residential District. Lot 1 will <br />accommodate the existing homestead on the property. Lots 2 through 4 will be developed <br />with single family homes. Ouflot A will be dedicated to the City for future use as a public <br />street to access Outlot B if and when the property resubdivides. <br /> <br />Outlots B and C will be held for future development when sewer and water is available or <br />when 4 in 40: density zoning is abolished. It may be desireable to plat these as one outlot as <br />separate parcels may fall into separate ownership and diminish the ease of future <br />subdivision. <br /> <br />All of the lo'ts are proposed to have access onto 167th Avenue N.W. City Staff has <br />recommende~, that Outlot A' (furore street) align with Coquina Street on the south side of <br />167th. Then.Lots 1 and 2 should access 167th across Outlot A until such time as Ouflot A <br />becomes an improved street. The driveway for Lot 3 should align with Dolomite Street on <br />the south side of 167th until such time that it becomes possible to convert access onto an <br />interior street. Accordingly, the dwellings on all 3 of these lots will have to be located in <br />accordance with the resubdivision plan. This requh:ement to convert driveways to interior <br />streets at some point in the future will require changes of address for at least 2 of the 3 lots. <br /> <br />Information should be provided to verify that the home and accessory buildings on Lot 1 <br />will meet structure setback requirements from the newly created lot lines. <br /> <br />The £mal plat should dedidate the standard drainage and utility easements around the <br />perimeter of each of the lots. Any wetlands determined to exist on the property will also <br />have to be dedicated as drainage easements on the final plat. <br /> <br />The plat will be revSewed for park dedication requirements by the Park Commission at their <br />regular meeting in October. It is anticipated that park dedication will consist of a cash <br />payment. <br /> <br /> <br />
