We have the following comments.

As you may be aware, an approved access permit is required prior to constructing any new
entranc~ to a trunk highway, or changing the use of an existing entrance.

We recommend strongly that no access to TH 47 be planned at all. Our reasons for this
recommendation include the following.

Sight distance is poor in both directions on TH 47. There is a vertical curve (a hill or dip)
to the south and a horizontal curve to the north of the proposed access. These conditions
will make movements onto and offofthe highway hazardous, for both site users and the
travelling public.

There isalso a posssibility that southbound traffic on TH 47 will use the access as a
shortcut~to CSAH 5.

In addition, reconstruction of the TH 47/CSAH 5 intersection has-been identified as a
priority in a joint Mn/DOT/City study of the TH 47 corridor, and is now being studied by
the city. The proposed access may fall within the right turn lane for the reconstructed
intersectiOn. In general, locating an access within the length of a turn lane leads to driver
confusion and unsafe movements.

An equal !opportunity employer

'57
