The safety of both churchgoers and the travelling public will be <br />jeopardized if the access is developed as proposed. Some modification of the request, however, <br />could mitigate much of the adverse impact on the transportation system. After careful consideration, <br />we have determin~ some conditions under which a single direct access to TH 47 may be acceptable.- <br />I will summarize these for your consideration in your on-going planning effort. <br /> <br />Left turning movements into and out of the site should make use of the existing full- <br />movement intersection at CSAH 5 and the future full intersection at Sunwood/149th. <br />Betwee~ these intersections, it w:.!l be necessary to 1;.mit movements onto and offofTH 47 <br />to right tums. <br /> <br />The church owns frontage on TH 47 at two locations, which I will refer to as the northern <br />segment and the southern segment. As I discussed in my previous letter to you, sight <br />distance at the southern segment is very poor. It would be irresponsible for us to allow <br />egress from the site at this location_ If right-out as well as right-in movements are desired, <br />the access should be located within the northern segment. <br /> <br />In general, a new entrance to the highway is most acceptable when it consolidates access <br />to multiple properties. We recommend that the master-planning effort consider <br />developtn6nt of a frontage road or other local circulation path to accommodate access to <br />the church and neighboring properties along TH 47. <br /> <br />An equal oppodunity employer <br /> <br />.-q/ <br /> <br /> <br />
