CASE <br /> <br />CONSIDER <br /> <br />PROPOSED ORDINANCES TO ESTABLISH REGULATIONS <br />FOR PARKING VEHICLES AND EQUIPMENT <br /> IN THE RESIDENTIAL DISTRICTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The attached ordinances represent the result of discussions between the Planning <br />Commission and City Council on September 19, 1996, regarding parking vehicles and <br />equipment in single family residential districts. <br /> <br />Observations: <br /> <br />It was agreed at the joint meeting that a prepared parking surface of con-bit or gravel would <br />only be allowed in the Rural Dislrict. <br /> <br />Short term parking has been def'med as 8 hours or less. <br /> <br />Standard pick-ups, vans and passenger automobiles that facilitate the generation of revenue <br />were deleted from the definition of 'commercial use vehicles'. <br /> <br />To eliminate the opportunity for property owners to inundate their parcels with prepared <br />surfaces in order to accommodate outside parking for an extraordinary number of vehicles, <br />the maximum lot coverage in the R-1 Urban and R-1 Rural Residential Dislricts was <br />amended to include impervious surfaces in addition to buildings. This action also required <br />amending the definitions of 'coverage' and 'impervious surface'. <br /> <br />Recommendation: <br /> <br />Staff recommends the references to 'Rural District' be replaced with 'outside the <br />Metropolitan Urban Service Area' (MUSA). The MUSA is a much more clearly defined <br />area on the Zoning Map; there really isn't a reference to a Rural District on the Zoning Map; <br />we have Rural Transition, Rural Service and Urban Transition. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council adopt Ordinance g96- to amend 9.02 <br />(Def'mitions) and 9.11.10 (Off Street Parking) of the Ramsey City Code. <br /> <br />Motion to: <br />Recommend that City Council adopt Ordinance g96- to amend 9.20.11 (R-1 <br />Rural Residential District) and 9.20.12 (R-1 Urban Residential District) of the <br />Ramsey City Code. <br /> <br />PC: 11/7/96 <br /> <br />/ <br /> <br /> <br />
