CASE CONSIDER PROPOSED ORDINANCES TO ESTABLISH REGULATIONS FOR PARKING VEHICLES AND EQUIPMENT IN THE RESIDENTIAL DISTRICTS By: Zoning Administrator Sylvia Frolik Background: The attached ordinances represent the result of discussions between the Planning Commission and City Council on September 19, 1996, regarding parking vehicles and equipment in single family residential districts. Observations: It was agreed at the joint meeting that a prepared parking surface of con-bit or gravel would only be allowed in the Rural Dislrict. Short term parking has been def'med as 8 hours or less. Standard pick-ups, vans and passenger automobiles that facilitate the generation of revenue were deleted from the definition of 'commercial use vehicles'. To eliminate the opportunity for property owners to inundate their parcels with prepared surfaces in order to accommodate outside parking for an extraordinary number of vehicles, the maximum lot coverage in the R-1 Urban and R-1 Rural Residential Dislricts was amended to include impervious surfaces in addition to buildings. This action also required amending the definitions of 'coverage' and 'impervious surface'. Recommendation: Staff recommends the references to 'Rural District' be replaced with 'outside the Metropolitan Urban Service Area' (MUSA). The MUSA is a much more clearly defined area on the Zoning Map; there really isn't a reference to a Rural District on the Zoning Map; we have Rural Transition, Rural Service and Urban Transition. Commission Action: Motion to: Recommend that City Council adopt Ordinance g96- to amend 9.02 (Def'mitions) and 9.11.10 (Off Street Parking) of the Ramsey City Code. Motion to: Recommend that City Council adopt Ordinance g96- to amend 9.20.11 (R-1 Rural Residential District) and 9.20.12 (R-1 Urban Residential District) of the Ramsey City Code. PC: 11/7/96 /
