CASE <br /> <br />FOR PRELIMINARY PLAT ~PPROVAL OF NORTHFORK OAKS <br /> 2ND ADDITION; CASE OF NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />North Fork, lac. is requesting preliminary plat approval of another portion of the Northfork <br />P.U.D. locatediin the northeast corner of the property. The plat is to be named North:fork Oaks <br />2nd Addition arid consists of 73 acres proposed to be platted into 37 single family lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />xposedlocarion map <br />preliminary plat and grading plan <br />~ity Staff review letter dated December 28, 1994 <br /> <br />Observations: <br /> <br />With the plartin~ of Northfo~ Oaks 2nd Addition, the number of lots will be within the 292 overall <br />approved in the May, 1990 modifications to the P.U.D. Ail of the lots meet the one acre mum <br />lot size. <br /> <br />The lots are prol~sed to receive public access from the extension of Royal Road from the south <br />and 162nd from ~e west. There are two cut-de-sacs that will extend off of Royal Road that do not <br />exceed the 600 fbot rmximum length standard. <br /> <br />In accordance With the May 9, 1989 Northfork Park Dedication Agreement, there is no park <br />deification due off, this ar~ of the PUD. <br /> <br />A pedestrian tra~ sportation link is required to connect the trails in Northfork with those in <br />Woodlawn Esmu~s to the East, The City is requiring that the developer rough grade this i/nk in a <br />location that gendrally follows the rear yards of lots 5 through I3 of Block 2. <br /> <br />A Gra_rting and EYfajna_' ge Plan has been provided which is generally acceptable and at the dare of <br />this writing, th~ final details of that plan are being incorporated in accordance with the <br />recommendationg1 of the City Engineer. An erosion control plan needs to be provided. Soils data <br />has been superir~,posed onto the preliminary plat and is acceptable. A Tree Preservation and <br />Planting Plan also, needs to be provided as an addendum to the grading plan, <br /> <br />It is est/mated tt~t~ t Lots 16 through 21 of Block 2 abut Armstrong Kennels. In response to <br />concerns expressional by Charles Delaney during the platting of Northfork Oaks Add,it/on, Mr. <br />Delaney and North Pork, Inc. came to an agreement wherein any lots abutting Armstrong Kennels <br />are restric~red fro~ any clear-cutting within 75 feet of the common property line and all buyers are <br />put on notice of ~e existence and related activities at Armstrong Kennels. Mr. Delaney has <br />provided City Staff with evidence that he is agreeabe .to .a similar agreement for the ptat of <br />North_fork Oaks 2~d Addition, However, Lot 20 of Block 2-is configured in such a way that a 75 <br />foot buffer area s~bstant/ally restricts the devetopabitity and use of the tot. Mr. ]:)cia.ney is <br />currently out of th~ state and Mr. Peck of North Fork, Inc, has 'been negotiating by phone and mail <br />for a shared bufferlzone for Lot 20 by the two property owners involved. <br />The Planning Comlnission conducted a preliminary plat public hearing on January 3 and theTe were <br />no verbal comment submil:teck <br /> <br /> <br />
