BY: James D.

CASE

CONDITION OF PREMISES
Gromberg, Economic Development Coordinator

Background~

At the Januaryrl0, 1995 City Council meeting, there was discussion as to the acceptability of the
current City &ode provisions with regard to the storage of motor vehicles in the City. The
discussion ensued after some residents had voiced concerns as to the appearances of some areas of
the City.

City Council then directed Staff to review the current provisions of City Code and develop a new
ordinance to adgt-ress the Council's concerns with this problem. Based upon this direction, the City
Staff is proposing the attached ordinance for review and eventual adoption.

This ordinance, still allows for residents to keep one unlicensed, inoperable vehicle on their
property. It does, however, place certain requirements on keeping the vehicle. These restrictions
include:

1) Parked o~t an impervious surface.
2) Screened from adjoining properties and public right-of-ways.

The first requirement is to prevent the unnecessa~ contamination of ground water supplies and
future soil contgtmination problems when the property is sold or ownership transferred. The
second requirem~:nt will allow for the City to present a better image to residents and visitors alike.
It should also help reduce the number of complaints the City receives and neighborhood
disagreements.

The new ordinan~:e also places restrictions on the parking of licensed vehicles by requL,-ing that all
vehicles will be parked on impervious surfaces. This alsot?equires that vehicles with collector
plates have them! attached and are screened from adjoining properties and public fight-of-ways.
The remainder ofithe ordinance reflects the current City Code restrictions.

Recommendation:

Staff recommends that City Council introduce ordinance ~)5-01-XXX amending Section 4.12 of
the Ramsey City Code.

Council Aetioni

Morion to introduce ordinance ~t95-01-XXX amending Section 4.12 of the Ramsey City Code.

Reviewed by:

City Administrator-
Zoning Adminis~-ator

City Engineer
Economic Development Coordinator

CC:01/24/95

Ccr
