Voting No: None. <br /> <br />Case 4/8: Update on Urban Service Area Expansion <br /> <br />City Administrator Schroeder stated that in October or November 1993, the City submitted <br />a comprehensive plan for an urban service area extension to the Metropolitan Council and <br />has been working with the Met Council ever since. The City's current planning activities <br />are still underway. After a year of discussion, the plan got to the Metropolitan Council <br />Communit~ Development Committee and they recommended approval of the MUSA <br />expansion With contingencies. The contingencies include improvement to the City's <br />current policy on septic systems, update of the Tier II Comprehensive Sewer Plan and <br />working on llife cycle and affordable housing. Mr. Schroeder presented a resolution on the <br />septic system policy. He stated that Met Council would like to take the homeowner out of <br />the loop and have the City inspect septics. He explained that the Tier II is to make sure the <br />pipes do no~ fill up too fast. There's nothing flowing through the interceptor now but some <br />day there Will be. He explained the life cycle/affordable housing also. He stated this <br />provides us B great deal of flexibility. He stated that passage of this resolution means you <br />(Council) will give this your attention and that you are making a good faith effort to do <br />fight. We Would have some responsibility to address in the £n'st and third items listed in <br />the resolufitn; however, the second items is a "throw-in". <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution #95-01-018 directing City Staff to work with the Metropolitan Council on <br />Regional Pl~nning issues. <br /> <br />Motion carried. Voting No: None .... <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Christmas Tree Recycling <br /> <br />Councilmember Peterson informed the residents where to bring their Christmas trees to be <br />chipped. <br /> <br />2) Snowmobiles <br /> <br />Councilmember Beyer stated she has received calls on snowmobiles going through private <br />property. <br /> <br />Mayor Hardin inquired of Police Chief Auspos if his Department has had any luck in <br />pan-oiling on ~snowmobile. <br /> <br />Chief Auspos stated that the County snowmobiles Will be coming out. He added that some <br />of the people have called in about snowmobiling on 'private property and it has been" <br />determined it!s the boulevards. ~ <br /> <br />A1 Pearson, 14821 Bowers Drive N.W., Ramsey, stated his fields have been inundated. <br />He added that if he catches the snowmobilers on his property, their snowmobile will be ' <br />hanging on the back of a wrecker.
