7 <br /> CASE # 5 <br />REQUESTITO REZONE CERTAIN PROPERTY FROM B-2 BUSINESS AND <br /> RURAL RESIDENTIAL TO R-3 URBAN RESIDENTIAL; <br />CASE OF ~kNOKA HENNEPIN INDEPENDENT SCHOOL DISTRICT NO. 11 <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />R.1 <br /> <br />School DistriCt No. 11 is in the process of planning an expansion to thc Ramsey Elementary <br />School facility. The School District has acquired two parcels south of the existing school site to <br />accommodate He expansion. <br /> <br />The existing s~hool site is zoned R-1 Rural Residential and the two acquired parcels to the south <br />are zoned B-2 Business, for which schools are not a permitted use. This results in the school <br />being conside] ed lawful non-conforming and to expand a lawful non-conforming use requires a <br />conditional use ~ermit or a rezoning. The School District is requesting that the property be rezoned <br />to R-3 Urban lJ :sidenfial, for which schools are a permitted use. <br /> <br />Observations <br /> <br />The site is approximately 52 acres in size. The school site is bounded on all sides by single family <br />residential. HoWever, there is additional R-3 Urban Residential zoning south of the school. <br /> <br />The Planning Cpmmission conducted a public hearing on January 3 and there were no verbal or <br />written commen~s submitted. <br /> <br />The following items are enclosed for your information: <br /> <br /> a) Site location map <br /> b) 1~ posed findings of fact <br /> c) P/'oposed ordinance <br /> <br />RecommendatiOn: <br /> <br />The Planning Commission and City Staff recommend approval of the proposed rezoning. <br /> Council Action: <br /> <br />Motion to: <br />Adopt Resplution #95-01 adopting Findings of Fa~t ~. relating to a request from <br />Anoka He~iPaepin Indpendent School District No. 11 to rezone certain property from B-2 <br />Business a~d R-1 Rural Residential to R-3 Urban Residential. <br /> <br />Motion to: <br />Introduce Osdinance #95-__ rezomng cerrmn propertY from R-1 Rural Residential and B-2 <br />Business to~R-3 Urban Residential. <br /> <br />Review Checklist: City Admirfisu'ator <br /> : City Engineer <br /> <br />CC: 1/10/95 <br /> <br /> <br />
