CouncilmemTM introduced the following resolution and moved for its adoption: <br /> <br /> RESOLUTION g95-01- <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT # TO REZONE CERTAIN <br /> PROPER~Y FROM R-1 RURAL RESIDENTIAL--'A']qD B-2 BUSINESS TO <br /> R-3 URBAN RESIDENTIAL <br /> <br /> WHEREAS, the City received an application for site plan approval to expand Ramsey <br />Elementary Seh~.t~l and it has been determined that a rezoning of the subject property to R-3 Urban <br />Residential is nebessary to accommodate the expansion. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY~: ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That Anc~ka Hennepin Independent School District No. 11 is proposing to expand Ramsey <br />Elemen ~L,~'y School and has acquired two pamels south of the existing school site to <br />accomm ~o~tate the expansion. <br /> <br />That the o~isting school site is zoned R-1 Rural Residential and the acquired parcels to the <br />south are tuned B-2 Business, for which schools are not a permitted use. To expand the <br />lawful no ~-eonform~ng smacmre would require a conditional use permit or a rezoning of <br />the prope~ ~y to R-3 Urban Residential, for whichs schools are a perm/tted use. <br /> <br />That Ano :a Hennepin Independent School District No. 11, hereinafter referred, to as <br />"Appliean .", has requested the rezoning of certain property from R-1 Rural Resident/al and <br />B-2 Busing;ss to R-3 Urban Residential. <br /> <br />That the P~anning Commission conducted a public hearing pursuant to Section 9.03.03 of <br />the City Crude on January 3, 1995 and that said publiq:hearing was properly advertised and <br />that the minutes of said public hearhag are hereby incorporated by reference. <br /> r · <br /> <br />That the property proposed to be rezoned is legally described as follows: <br /> <br />All that par~ of the South Iqalf of the Southeast Quarter of Section 23, Township 32, Range <br />25, Anoka County Minnesota, lying west of the public road known as Nowthen Boulevard <br />N.W., exeel~ting therefrom a triangle containing 1/2 square rod described as follows'to-wit: <br />Commenei~ g at the Southwest comer of said South Half of the Southeast Quarter of <br />Section 23; ~henee North along the West line thereof a distance of 16-1/2 feet; thence in a <br />Southeastex ~ direction to a point on the South line of said South Half of the Southeast <br />Quarter whi ,h is distant 16-1/2 feet East of the Southwest comer thereof; thence West on <br />said South 1~ ae a distance of 16-1/2 feet to the point of beginning.
