4 <br /> <br />RI~.QUIRED IMPROVEMENTS. The Permittee shall construct and install the <br />following site improvements on the Site in accorttance with the specifications and <br />loc~fion as shown on thc Site Plan and Grading Plan The Required I .mprovements <br />are¢as follows: <br /> <br />g. <br />h. <br /> <br />i. <br /> <br />Site grading in accordance with th~ approved Grading Plan. <br />Installation of bituminous driveways, parking lots and loading areas. <br />Installation of B-612 continuous concrete curbing around the perimeter of <br />all bituminous surfaces excepting trails. <br />Construction of bituminous trails parallel to C.S.A.H. #5 from the north to <br />the south boundary of the site and from the Structure to the various public <br />recreational areas. <br />Perform rough grading of trails at slopes not to exceed 5% leading from the <br />northwest and southwest comers of the site to the facility. <br />Establishment of turf in areas disturbed during construction. <br />Landscaping in accordance with the approved Site Plan. <br />Installation of one street light at each of the entrances to the north and south <br />parking lots. <br />Installation of ~ lanes <br /> <br />EXTENSION OF SERVICES. The City shall be responsible for the <br />installation of municipal water and sanitary sewer services to the facility. Water <br />servi~s will be provided by July of 1995. The early extension of the water service <br />is due~ to a need of the existing Structure for fu'e flow. Monies budgeted by the <br />Perm~ee for a booster pump to remedy the fire flow situation shall be deposited <br />with the City and applied towards the cost of the early extension of water service. <br />Any e~eess costs for the installation of water service over and above that mount <br />budgel:ed for a booster pump shall be deferred for payment to the City until the <br />projec~ is finalized in 1996. Unreimbursed costs to the City for the early extension <br />of wat~ ~r service will accrue interest at a rote of 2% above prime rate. The Permittee <br />shall nake provisions and be responsible for any type of piping that will permit the <br />existin well to serve as a back-up water source in the event of an emergency. <br /> <br />The second project will be initiated by the City for the sanitary sewer service to the <br />facility in conjunction with the expansion of the school Structure. The Permittee <br />shall I:', responsible for WAC, SAC and trunk charges in an amount to be <br />determi aed based on the rotes in effect at the time each of the services are extended. <br />Trunk c >sm associated with the pipe oversizing for the 1995 water extension will be <br />deducte I from the total trunk charges due. <br /> <br />The Pe~mittee herein agrees to reimburse the City in full for the cost of the <br />municip fl water and sanitary sewer projects without an assessment procedure and <br />therefo~, waives all rights to a public heating under Minnesota State Statute Chapter <br />429 and Ramsey City Charter Chapter 8. <br /> <br />FIRE Li [NES. Fire lanes shall be maintained on the Site. The exact location of <br />these items on the Site shall be as directed by the City's Fire Chief. <br /> <br />LIGHTI~qG. Any lighting installed on the site is subject to prior approval by the <br />City En~neer. The City shall authorize Anoka Electric Cooperative to install the <br />street lig~,ts that are being required at each of the parking lot entrances in locations <br />as deterifftned by the City Engineer.
