Case #

CURBSIDE RECYCLING CONTRACT EXTENSION
~By: James Gromberg, Economic Development Coordinator

Background:

As the City Councilmembers are aware, the City's Curbside Recycling Contract is set to expire on
June 30, 1995. When the City Council approved this contract in March, 1994, it also requested
the ability to Oxtend the contract until the end of 1995. This would allow the contract to expire in
conjunction ~jth the implementation of the new rates and charges table. As the City now charges
the excess exl~ense of the program to the residents, this would allow for the City to recoup its costs
on a more timely basis, as the new contract would be used in determining the quarterly charge for
the service.

Anoka County has provided the following figures for the following communities that currently
have figures per household for recycling:

:Fridley
Hilltop
Ramsey
Spring Lake Park

$1.42 per household
$1.98 per household
$1.27 per household
$1.10 per household

I have also revi. ewed the number of complaints (missed stops) the City has received over the past
three years. A~ the chart indicates, the City has seen a decline in the percentage of missed stops
each year. ~

Year Households Monthly Pick-ups Missed Percentage of Missed
Pick-ups per year Stops Stops/Complaints
1992 3,799 7,598 91,176 142 0.16%
1993 4,076 8,152 97,824 ~' 105 0.11%
1994 4,453 8,906 106,872 101 0.09%

This is somewhat skewed by the City changing the pick-up dates from the first/third and
second/fourth Mondays of the month to an every other Monday collection. This listing also does
not differentiat~r between residents that failed to get their materiels out on time or incorrectly
prepared the items for pick-up.

Staff Recommendation:

Staff recommen~ts that the Council approve the 6-month extension of the contract for curbside
recycling and di~ct Staff to develop a request for bids to be presented at the August meeting.

Council Action:

Motion to approYe the proposed contract for the 6-month extension of the contract for curbside
recycling and direct Staff to develop a requested for bids to be presented at the August meeting.
