.COndition of Drainage System <br />The conditions associated with the lack of drainage, which was brought to the Council's <br />attention in 1989 and again last year by Mr. Terry Hendriksen, involves a series of culverts <br />md natural low areas in, Section #22 between 156th Avenue N.W. and Wetland #656. <br />~is area naturally drains northward from 156th Avenue N.W. near Hematite until it <br />~tersects with County Ditch #3, approximately 300 feet north of 157th Lane N.W. In <br />~m, County Ditch #3 drains eastward for 3.2 miles until it discharges into the Rum River <br />near 161st Avenue N.W. <br /> <br />Winter conditions have allowed a good opportunity to observe the condition of this <br />&ainage system. From 156th Avenue N.W., north to County Ditch No. 3, the length of <br />the proposed Drainage Plat No. 1, there are several dug ponds and open water areas. The <br />remaining length of the:proposed ditch contains almost wholly Iow-land vegetation, <br />~nsisting primarily of shrubs and sedge grasses. The western most 2,000 feet along <br />¢our[.~ Ditch No. 3 consists primarily of sedge grasses with no discernable channel <br />remmmng. A clear ditch becomes discernable for a distance of 2,700 feet upstream of <br />Xenon Street N.W. Although this ditch has a large number of fallen trees across the <br />identifiable ditch, they would not prevent water flow. The ditch had open water and was <br />clearly flowing from a point 300 feet downstream of Xenon Street N.W. There are no <br />apparent point obstruction to the flow through this ditch system. <br />8ecommendation: ~ <br />While I will not attempt to recreate the history behind this case which extends to some <br />degree even prior to MrJ Hendriksen's ownership of his property in 1979, I believe the <br />Council is in agreement that the City has expressed a desire to remedy this situation. With <br />Se granting of the exemption by the LRRWMO, I believe we could implement the remedies <br />Proposed by the City in 1989, and recommend the following: <br /> <br />!) <br /> <br />2) <br /> <br />4) <br /> <br />Lower Mr. Rychly's private drive culvert to an elevation of 868.3 (approximately <br />six inches) <br />Remove 150' high area south of Rychly's private drive <br />Remove filled areas on Welch property south of 153/155. Place culvert to allow <br />Mr. Welch access to highland to the east. <br />Place culvert from wetland into southern end of Lewis pond. <br />Place culvert through berm between Lewis' east and west ponds. <br />Clean out ends of culvert on 157th Lane N.W. <br /> <br />[ estimate that the above described work could be performed in winter conditions for <br />approximately $8,000. permission would have to be obtained from three property owners <br />to facilitate this work. I have received verbal consent from two of the three property <br />6wners. <br /> <br />~have included the study'of the length of Drainage Ditch #3 and this tributary area within <br />the scope of work of the drainage study for the southeastern quarter of the City for which <br />_~e City will shortly receive proposals. I do not anticipate any major drainage projects in <br />¢is area until the drainage study is completed and consensus with various regulatory <br />~gencies can be achieved with regard to wetland issues. However, Them is a public <br />interest in controlling the flood potential to 153/155 Avenues and also the properties <br />Surrounding Wetland g656. I, therefore, recommend that individual property owners be <br />approached for the purchase of drainage easements identified in Drainage Plat No. 1 at this <br />time.
