Staff had been authorized to solicit engineering <br />I proposals for thi~ work. A request for proposal was sent to Hakanson Anderson Associates, Inc., <br /> and RLK Associ4tcs, Inc. Both of these consultants m currently prcformlng work for thc City on <br /> other projects. I~ addition, an RFP was also sent to John 0liver Associates of Elk River. Figure presented is a budget estimate. <br /> Discussion: <br /> <br />I From the proposals received, it is quite obvious that all these firms have a Clear undei'standing of <br /> the scope of the l~sic service to be provided which includes plan preparation, bidding and project <br /> management. Tlie total difference in the not-to-exceed price for this service is less than 15% <br /> between all theseffirms. The largest difference in cost occurs under the technical services. This <br /> cost is highly del~endant upon inspection costs which will be a function of the contractor process, <br /> which in turn could be significantly affected by dewatering methods, the number of crews <br /> dedicated to the ~roject and weather conditions. It is for this reason that technical services are <br /> proposed to be c.~mpensated on an hourly basis with an estimate given for budgeting purposes. <br /> Therefore, this cCst estimate should be evaluated as a best guess and not viewed as a firm project <br /> cost. <br /> <br /> Reeommendati m: <br /> <br /> It has been past l~°Ucy to award engineering contracts to the firm submitting the lowest not-to- <br /> exceed price for basic engineering services.
