SECTION PENALTY Any pSrson violating any provision of this ordinance is guilty of a misdemeanor and upon conviction shall be punished by a fine of not mor~ than Seven Hundred Dollars ($700.00) or imprisonment for not mo~e than Ninety (90) days or both. SECTION 3. EFFECTIVE DATE This ~rdinance becomes effective upon its passage and thirty (30) days Sfter its publication according to law, subject to city Charter PrOvision, Section 5.04. SECTION 4. ORDINANCE PUBLICATION The f~llowing official summary of Ordinance %95- has been approved bF the City Council of the City of Ramsey as clearly informing the public of the intent and effect of said Ordinance, to-wit: It is the intent and effect of Ordinance #95- to require lidenses for pawnbrokers and secondhand goods dealers, both of which ~re defined in the ordinance. The Ordinance further provides f~r a non-refundable investigation fee and annual license fee. The ~rdinance further provides foranapplication procedure, requires each licensee to keep and maintain certain records and requires that said records be made available in police department inspectionS. A printed copy of the full text of Ordinance #95- is available for inspection by any person at the City Municipal Center. The Ordinance becomes effective upon its passage and thirty (30) days ~fter publication according to law, subject to City Charter Prdvision, Section 5.04.
