Jankowski, City Engineer <br /> <br />Background: <br /> <br />CASE <br /> <br />In thc svmmer Of 1994, thc fu'm of~ Inc. presented an engineering report which identified the <br />proposed aligrm ent for 153rd/155th Avenue N.W. between Variolite Street N.W. and Armstrong <br />Boulevard N.W You will re'call that this is the last remaining segment to be constructed in what <br />will become a~ east/west collector roadway running the entire length of the City. In that <br />preliminary eng neering report, it was noted that the desired connection between 155th Avenue <br />N.W. and Varic lite Street N.W. and l$3rd Avenue N.W. and Armstrong Boulevard N.W. could <br />be achieved wit out filling DNR Protected Wetland #111, which is also known as Jeglands Marsh. <br /> <br />Following that ~'port, the consultant was directed to do a detailed delineation of the Wetland and <br />complete final [esign for the roadway. Due to a combination of factors, which included the <br />wetland being d ~lineated about 25 feet inland furtber than anticipated, and the need to increase the <br />roadway curve adius 30 feet due to some State Aid super-elevadon design requirements, it now <br />appears that the' alignment proposed in the preliminary feasibility study would require filling <br />approximately one-tenth of an acre. <br /> <br />Since this wetlat td has been a very sensitive issue with both the DNR and local residents, the City <br />and Consultants :net with the County Highway Department staff to consider some possible wetland <br />impact alternafi~ es. These included the regrading of Armstrong Boulevard N.W. to allow for the <br />original design radius and also the straight westward extension of 155th Avenue N.W. to <br />Armstrong Boul. ~vard N.W., :which would then require the use of Armstrong Boulevard N.W. as <br />a segment of the east/west collector. The County Highway staff felt both these options had serious <br />negative impacts and suggested the Consultants approach Mn/DOT on the possibility of granting a <br />variance to eithe~r the 35 mile per hour approach design speed or the super-elevation requirements <br />along the approf:h.
