<br />I als0 reviewed wage ranges of Chief, Captain, Lieutenant, and Sergeant positions in Stanton
<br />grouP& 6, and 7 cities. The reason is that ff a vacancy existed in the Ramsey Chief position this
<br />repre~nts our market (plus outstate cities). The results are as follows for 1994:

<br />Our recruitment market generally will include Chiefs in smo!ler communities and supervisors in
<br />those~simi!ar size and larger. Given the above 1994 pay ranges I would expect our 1995 hiring
<br />rangoin a vacancy situation to be $48,000 to $58,000 (our Sergeant is paid $48,232 in I995).

<br />Currently there are 24 police patrol units in Stanton Group 6 that have settled contracts in 1994. Of
<br />those~ our unit received compensation in the 1 lth position (from the top). This relative position
<br />has e~sted the past few years and is expected to continue into the furore. These wages have and
<br />will ~pact those of the first line supervisor (Sergeant) and the Chief above that position.

<br />CounCil may recall that there have been changes in pay policy and the compensation plan itself over
<br />the paSt four years. In 1993 the Police Chief was in class 16. Because of an update in the PDI
<br />Comparable Worth Study, the Police Chief position was escalated to class I9 effective January I,

<br />Of ~ 24 Stanton cities with similar police departments the Ramsey Chief ~aid 9th from the
<br />top ~ 1994 and is projected to be paid 8th from the top in 1995. The additional increase is
<br />proj~ted to bring this position to 5th from the top. As noted, the patrol officers are 11 th from the
<br />top ~ 1994. Continuing in the upper quartile for a long tenured position is not inappropriate.
<br />
<br />When the previous Finance Officer resigned, the replacement was hired at close to the same wage
<br />rate. ~The same simation is expected for the Administrative Services Manager. I have suggested
<br />abov~ that Ramsey should be prepared to pay a new Chief in 1995 up to $58,000. Payment of
<br />wages at or somewhat above that level for the current position would be expected.

<br />If not for the 1994 change in classification the 1994 and 1995 wage increases undoubtedly would
<br />haveXesulted in the Chief continuing to be paid at the top of the range. The fact that this position is
<br />not Paid at the top of the range is not significant and is replicated elsewhere. For instance, as
<br />recently as 1994 we have had a position paid below the minimum. In past years we hired below
<br />the minimum as a matter of course. We also currently have two other long tenured employees paid
<br />significantly below the maximum. Therefore in considering the wage request Council should
<br />discOUnt the level of significance placed on this measure.
