I
I
I
!
I
I
,I
I
I
I

CASE #o~
199~ LAW ENFORCEMENT LABOR SERVICES CONTRACT
By: Ryan R. Schroeder, City Administrator

Background:

At the January 28, 1995 Council Workshop, Council was informed of the scheduled negotiations
with the police l~atrol unit (LELS). You will recall that LELS is in thc middle of thc 1994-1995
labor agreemet~. The second year, however, had a wage reopener. All other issues had
previously been ~termined.

The tentative a ~g~ment results in a 2.8% inereatse in the top patrol rate for 1995. This results in a
monthly rate of l~ay at this level of $3,481. All other wage steps axe a percentage of top patrol and
change as a re~ of this change.

Enclosed please fred the following tables:

1.994 Smton VI wages
1995 Stanton VI wages
1994-1995 Anoka County Stanton V and VI wages

From the above, 'ou will see that Ramsey patrol officers were in the middle of wages payable for
1994 (1 lth of 24. Of the ten settlements so far for 1995, it appears that this relative position will
continue (5th oi 10). A somewhat different position results in both 1994 and 1995 in the
comparison to A~. fiat County cities (Table 3).

The City policy r p to this point has been to compensate the patrol unit at the mean of its Stanton
comparison (em renfly Group VI, which is Metro Cities between 10,000 and 25,000 in
population). The [995 wage proposal appears to continue this pattern.

Committee Action:

I

Motion to approv~ the amendment to the 1994-1995 LELS Labor Agreement, including a 2.8%
wage increase pursuant to the above.

I
I
I

Reviewed by:

City Administrator
Police Chief

/ccr

Finance Officer
Administrative Services Manager

I

I

I
