I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />City is going[ in the right direction; we need to have an ordinance relating to this issue that is <br />enforceable. <br /> <br />Councilmember Zimmerman suggested a subcommittee to work with Attorney Goodrich <br />and offered ~o serve on such committee. <br /> <br />Consensus tbf the Council was that Councilmembers Beahen and Zimmerman will meet <br />with City Attorney Goodrich and Mr. Schroeder to work on this draft ordinance dealing <br />with junk v~gicles. This subject will again be discussed at a later date. <br /> <br />Case 6'7: County and Local Preservation Projects Grant for the Old <br /> School <br /> <br />City Administrator Schroeder stated that the City has submitted to the Minnesota State <br />Historical Slociety, a preliminary grant application for the refurbishment of the old town <br />hall. This b0Jlding has been in existence over 100 years. We have been talking about what <br />to do with ii. The grant request basically says we will preserve the existing facility and <br />bring it up tO a standard for final restoration after the final use is determined with the Anoka <br />County Historical Society and local residents. Additional funds would be necessary to <br />"pretty it up~'. Staff is asking Council to ratify a final application to be submitted, c.!ose to <br />the pre-application which pretty much commits the City to spend $25,000 of it s own <br />money. MrS. Schroeder stated it is his impression that the Historical Society is comfortable <br />with the m~ney coming: out of the 1996 budget. He added that CDBG funds are an <br />acceptable local match also. The pre-application states that the intended final use of this <br />facility is a ~nuseum. He added that Staff has not yet pursued any site improvements. We <br />will be vacating the adjacent public works facility in 1995. <br /> <br />Mayor Hardin inquired if the City's contribution could be in-kind. <br /> <br />Mr. Schroeder replied yes, but he is not sure what portion of the $25,000 it could be. <br /> <br />Councilmember Zimmerman inquired about the source of funding. <br /> <br />Mr. Schroexter stated if he can move it into 1996, he will have a budget request for it then. <br /> <br />Mayor Hardin stated to keep in mind that in-kind contributions are allowable also. <br /> <br />Councilmember Peterson inquired how much the $50,000 would get done. <br /> <br />Mr. Schroeder stated that we intend to lift up the building, gut out the foundation and then <br />replace it..Whatever is salvageable, will be salvaged. Quotes are always rounded up to <br />allow for tl~e unexpected. He added that the City Engineer commented that there is no <br />funding for~ the water and sewer yet. The joist system has to be repaired but the roof <br />should not 1~ in bad shape. <br /> <br />Councilmember Peterson stated that if we get the grant, we can then decide what we are <br />going to do: <br /> <br />Mr. Schme~er stated that it seems something always comes up needing more repair than <br />was first ex~.cted. <br /> <br />Councilmember Zimmeaman suggested having the Building Official inspect the building. <br /> <br />City Council/January 24, 1995 <br /> Page 11 of 15 <br /> <br /> <br />
