COUNCIL WORK SESSION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey iCity Council conducted a work session on Saturday, January 28, 1995, at the Ramsey Muriieipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. Members Prosent: Mayor Glen Hardin Councilmember Carolyn Beahen Couneilmember Sheila Beyer Councilmember Kenneth Peterson Councilmember Gerald Zimmerman Also Present: City Administrator Ryan Schroeder Finance Officer Jessie Hart City Engineer Steve Jankowski Police Sergeant Dave Gustafson Audience: Terry Hendriksen CALL TO ORDER The work session was calIed to order at 8:10 a.m. Council made the following suggestions: 1. Shorten the discussion narrative for meeting minutes. 2. Provide all Staff meetings periodically with guest speakers. The City Administrator should attend more departmental meetings. Agenda Meetings now held on Thursdays following Council should result in draft cover sheets forwarded to Council. Major ordinance or policy changes should be forwarded to Council well in advance of requested action. Case ibackground in agendas should be limited; if material has been in previous agenfl, a, refer to it rather than provide another copy; provide committee agendas in packet without separate committee packet. Bring back improveed policy on service and purchasing bid procedure and discuss expatision of engineering bidders list. Provide a business newsletter and include periodic columns from departments such as "h.6w to protect property" by the Police Department. Council should meet independently at least quarterly; Staff:should schedule and post first meeting. Business licensing should be on this meeting. 10. ReviSit sign ordinance and ensure that businesses have received a copy.
