ASPHALT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On July 12, 1988,~ the City of Ramsey issued a conditional use permit to Commercial Asphalt to <br />establish and operate a hot mix asphalt plant south of County Road #116, east of Basalt Street and <br />north of the Burliflgton Northern Railroad tracks. That conditional use permit expired on January <br />31, 1995, and Cdmmercial Asphalt has submitted an application for the issuance of a new <br />conditional use pefinit to continue the operation. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />e) <br /> <br />Sita location map <br />Slt~ plan <br />Letter from Commercial Asphalt dated January 13, 1995 <br />Un~pproved Public Hearing and Planning Commission meeting minutes dated <br />Fet/;ruary 7, 1995 <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />The City has received a letter dated January 13, 1995, from Commercial Asphalt which indicates <br />that there are no c§anges proposed to plant operations. Hours of operation and amount of truck <br />traffic is estimated lo remain the same as it has been since 1988. <br /> <br />During the past fi~e years of operation, there have been occasions when extended hours of <br />operation have be~n necessary. In accordance with the terms of their previous conditional use <br />permit, Commerci~fl Asphalt always sought prior approval from the City for the extended hours of <br />operation and supplied an explanation of why the extension was necessary. Based on records <br />indicating that therb have not been any complaints regarding the operations of the asphalt plant, <br />City Staff has alwa$,s approved the extension of hours for temporary periods of time. <br /> <br />Commercial Asphait is permitted by MPCA and their current General Air Emission Permit expires <br />on January 25, 1998. <br /> <br />The Planning Commission conducted a public hearing on February 7, I995 and there was one <br />citizen that submitte~ comments, regarding bad odors emitted by the asphalt plant. <br /> <br />Recommendation: <br /> <br />The Planning Comrrdssion and City Staff recommend adoption of the finings of fact and approval <br />of the conditional uae permit. <br /> <br /> <br />
