PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, February 7, 1995 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Rarnsey, Minnesota to hear <br />input regarding proposed regulations for accessory apartments. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamln Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Commissioner Paul Holland <br /> <br />Also Present: <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 8:02 p.m. <br />PRESENTATION <br /> <br />Zoning Administrator Frolik stated that upon direction from the Planning Commission and City <br />Council, Staff has prepared a report and proposed ordinance pertaining to accessory apartments. <br />She noted that the Planning Commission reviewed t?ds report and proposed ordinance at their <br />regular meeting in Jaauary, and as a result of that meeting and some comments from the audience, <br />some minor changes were made to the proposed ordinance and a public hearing was scheduled for <br />tonight. <br /> <br />CITIZEN INPUT <br /> <br />Kerry Manual, 15668 Juniper Ridge Drive N.W. - remarked that this looks like a measure that <br />increases population dgnsity in an area that is already taxed. He noted that the schools are already <br />over-crowded, and stu/tlents are being bussed into Anoka. He stated that the City has enough new <br />housing coming in that-they don't need to further tax the school system. <br /> <br />Wayne Adams, 5335 180th Avenue N.W. - stated that the ordinance doesn't seem to be limited to <br />rental apartments. He understood it to read that if you have a finished basement with a kitchen, <br />then you should pay a fee. He felt that the ordinance should be worded to address only apartments <br />that people rent out. <br /> <br />Karen Effertz, 8825 176th Avenue N.W. - stated that she has looked for a lot with acreage in the <br />past but could not because of the "4 in 40" policy. She couldn't understand why a City that wants <br />to limit density with such a policy would introduce this type of ordinance. <br /> <br />Cathy Gustafson, 15823.Nowthen Boulevard N.W. - stated that she has a permit for an accessory <br />apartment, adding that tl)e apartment was present when she purchased her home three years ago. <br />She was concerned about the requirement for separate utilities and entrance, and inquired whether <br />it applied to her. <br /> <br />Public Hearing/Planning Commission/February 7, 1995 <br /> Page 1 of 2 <br /> <br /> <br />
