Absent: Commissioner Holland. <br /> <br />Case #6: R~quest for Preliminary Plat Approval of Willow Ridge; Case of <br /> Gary Gorham <br /> <br />Zoning Admlnis ./rater Frolik advised that Gary Gorham is requesting pre!jmlnary plat approval of <br />Willow Ridge l~ated on the east side of Highway//47 at about 149th Avenue. The plat consists <br />of 18 acres proptjsed to be platted into 35 single family residential lots served by municipal water <br />and sanitary sewer. <br /> <br />Applicant Gary ~orham addressed the drainage concerns raised at the public hearing on this <br />matter. He explained that the positive overflow will be to the north of this development which <br />should help alleviate the problem area discussed wMch is south of the plat. He encouraged reliance <br />on the regulatory agencies involved that advise in these matters. Referencing the possible <br />elimination of a~cess to Highway//47 at 152nd, he stressed the need to address the safety issue <br />involved. <br /> <br />The Planning Commission discussed the drainage concerns of the resident who spoke at the public <br />hearing on this ma~ tter. <br /> <br />Commissioner D~emer suggested monitoring the Ordinary High Water (OHW) to address this. <br />Commissioner l~lendriksen stated that land is being converted from a more useable grade of <br />wetland to a less mseable wetland, and he £mds this inappropriate. <br />Commissioner Deemer repli~':xl that it has been documented that part of this resident's land is below <br />the OHW, and ti/ere is nothing that can be done about it. <br /> <br />The Planning COmmission directed City Engineer Jankowski to research whether the drainage <br />system ouffall from the wetland system constructed as a part of the Amber Ridge subdivision is <br />functioning prol~ fly. <br /> <br />Motion by Corn .m{ssioncr LaDue and seconded by Commissioner Deemer to recommend that City <br />Council grant p~Jeliminary plat approval to Willow Ridge subject to City Staff Review letter of <br />February 1, 1995. <br /> <br />Motion carded. Absent: CornmlssionerHolland. <br /> <br />Case W/: Request to Rezone Certain Property from R-3 Urban Residential to <br /> lt~.l Urban Residential; Case of Gary Gorham <br /> <br />Zoning AdminiSg'ator Frolik advised that the subject property (proposed plat of Willow Ridge) is <br />currently zoned R-3 Urban Residential for multi-family units. As Gary Gorham is in the process <br />of platting WillOw Ridge to be developed in its entirety w/th single fsmily homes, rezoning the <br />property to R-1 ~Jrban Residential is required. <br /> ; <br /> <br />The Planning COmmission proceeded to review the Findings of Fact.
