Absent: Commissioner Holland. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />Thee Planning Commission noted the following City Council meeting minutes: <br /> <br />Thorud, <br /> <br />City Council regular meeting minutes dated January 10, 1995. <br /> <br />City Council public hearing and regular meeting minutes dated January 24, 1995. <br />Commissioner Deemer noted Case #9: Tax Forfeit Properties was of particular interest in <br />that it pertains to C.R. #116. City Engineer Jankowski aff'mned that one parcel may <br />accommodate the future right-of-way of C.R. #116. <br /> <br />PUBLIC HEARINGS <br /> <br />~aJrperson Bawden adjourned the regular Planning Commission meeting at 7:34 p.m. in order to <br />conduct the following public hearings: <br /> <br />Request to Renew a Conditional Use Permit for an Asphalt Production Plant; Case of <br />Commercial Asphalt <br /> <br />Request for Preliminary Plat Approval of Renew a Conditional Use Permit for an Asphalt <br />Production Plant; Case of Commercial Asphalt <br /> <br />Request to Rezone Certain Property From R-3 Urban Residential to R-1 Urban Residential; <br />Case of Gary Gorham <br /> <br />?4) <br /> <br />Proposed Regulations for Accessory Apartments <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 8:18 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Site Plan Approval; Case of Wendell's <br /> <br />Zoning Administrator Frolik stated that Miller Architects & Builders has been contracted by <br />Wendell's to design and construct a manufacturing facility for them on the east side of County <br />Road (C.R.) #116 at Basalt Street N.W. The approximately 25,000 square foot building is to be <br />constructed of pre-cast panels and will be served by sanitary sewer and municipal water. Although <br />there are projected to be 40 employees on the maximum working shift, it has been indicated that <br />there could be occasions when all 55 employees would be required to be on the site. The employee <br />parking lot is proposed at 40 spaces and there is a 10-space visitor parking lot. City Staff <br />recommends serious consideration be given to slightly increasing the number of off-street par!ring <br />spaces on the site. She noted that the site plan will be modified to include standard B-612 concrete <br />curbing around the perimeter of all bituminous. In keeping with prior'development to the east, <br />construction of an 8-foot wide pedestrian pathway is being required parallel to C.R. #116 for the <br />entire length of the property. The loading dock and waste storage area will be visible from C. R. <br />#116 and screening has been proposed. The type, size and quantity of plantings and/or fencing <br />needs to be identified. The site plan has been forwarded to Anoka County for review and comment <br />and there are indications of concern with the proposal for two accesses onto C.R. #116. <br /> <br />Planning Commission/February 7, 1995 <br /> Page 2 of 11 <br /> <br /> <br />
