I I I '1 I I I I I I I I I I I I I I I ORDINANCE #95- CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AMENDMENTr TO CHAPTER 7 WHICH IS KNOWN AS THE LICENSING AND PERMITS CHAPTER OF THE CITY CODE AN ORDINA~qCE AMENDING CHAPTER 7, SECTION 7.13 ENTITLED "PAWNBROKi~RS" OF THE CITY CODE OF RAMSEY, MINNESOTA The City Council 0f the City of Ramsey Ordains: SECTION 1. AMENDMENTS A. The definition of "Pawnbroker" contained in Section 7.13.01 is amended to read as follows: Pflwnl~ro~er A person who loans money on deposit or pledge of personal property or other valu~tble thing; who deals in the purchasing of personal property or other valuable thing on c~ndition of selling the same back again at a stipulated price; or who loans money secured b~ chattel mortgage or by personal property, taking possession of the property or any part thereof so mortgaged. To the extent that a pawnbroker business includes buying personal property previously used, rented, or leased, the provisions of this Section shall be applicable! Any bank, savings and loan association, or credit.union shall not be deemed a pawnbrokor for purposes of this Section. B. Section 7.1~3.02 is amended to provide as follows: 7.13.02 : GENERAL Subdivision. 1. PURPOSE The Council finds that pawnbrokers potentially provide an opportunity for the commission of crimes and their concealment because such businesses have the ability to receive and transfer stolen property easily and quickly. The Council also finds that consumer protection gegulation is warranted in transactions involving pawnbrokers. The purposes of this SectiOn is therefore to prevent pawnbroking from being used as facilities for commissio~ of crimes and to assure that such businesses comply with basic consumer protection ltandards, thereby protecting the public health, safety, and general welfare of the citizens of the City. Subd. 2. LICENSE REQUIRED No person,: partnership, or corporation shall engage in or carry on the business of a Pawnbroker or Secondhand Goods Dealer, without a license issued by the City, for each and every s~parate office or place of business operated by such licensee in the City. The annual fee for such license shall be set by Council resolution. A license uf~der this Section shall authorize the licensee to carry on its business only at the permanent ~lace of business designated in the license. No license may be transferred to a different location or a different licensee.
