Absent: Commissioner Holland. <br /> <br />Case /18: Request for Sketch Plan Review of Parkshire North; Case of <br /> Guardian Construction <br /> <br />Zoning Administrator Frolik advised that Guardian Construction has applied for sketch plan review <br />of their proposal ~o develop townhomes on the multi-family parcel in Sunfish Square. She <br />explained that the imulti-family outlot is 8.7 acres in size and the developer has proposed 70 <br />townhome units, equating to 8 units per acre. She noted that the townhomes are proposed to be <br />served by a private road that will enter the plat from 142nd Street N.W. and Vanadium Street <br />N.W. She stated th~tt she had recommended via letter to the Commissioners that they attempt to <br />visit similar develotg/nents in neighboring cities due to the lack of such developments in the City of <br />Ramsey. She advis ~{~cl that she had a chance to look at Shenandoah Villas of Coon Rapids, which <br />have 9 units per acre, and found them acceptable. She did note that they have 4-6 extra parking <br />spaces available for ~very dozen or so units. <br /> <br />City Engineer Janko. wski discussed Staff's concerns regarding screening and the drainage and <br />grading plan as outlined in the City Staff Review letter dated February 2, 1995. <br /> <br />Gary Persons, Guardian Construction, stated that they typically' like to see one off-street parking <br />space for every two ulaits. He agreed that the plan is lacking, and added that this is only in concept <br />form. He added that all the garages are double garages and provide parking for two more vehicles <br />in front of them. <br /> <br />Commissioner Deemer suggested providing access from this subdivision's streets to the adjacent <br />commercial site. <br /> <br />Mr. Persons opposed the suggestion of intentionally directing commercial traffic through a <br />residential neighborhood. <br /> <br />Commissioner Hendril~.sen felt that the applicant would want to pull back the homes adjacent to that <br />commercial site more than is depicted to cream more of a buffer. <br /> <br />Mr. Persons advised that it is their intention to establish screening in that area. <br /> <br />Ms. Frolik added that the site plan for the commercial site will also be required to install screening. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that the <br />developer address the~.off-street parking issue, as discussed, and make any recommended <br />amendments to Parkshire North as directed by the Park and Recreation Commission before <br />proceeding to preliminary plat. ' <br /> <br />Further Discussion: MI;. Persons referenced to that item of the City Staff Review letter dated <br />February 2, 1995 regard!rig minimum floor area for the units. It is noted that the minimum floor <br />area for a two-story ut(it is 720 square feet on the main floor.
