::City Administrator Schroeder stated there is a one or two sentence phrase dealing with
~!alcohol. He added that once this draft policy is finished, it may be applicable to other parts
~of the City. There are other areas that are similar to being called back to work on an
~emergency basis such as snow removal, police officers, etc.

:: Councilmember Beyer stated that the City is required by law to have a drug and alcohol
-- policy in place. She stated she would like some time to review the draft policy and added

that she may have some ideas on language to include as she is working on a policy for the
City of Lexington Fire Fighters.

Chief Kapler inquired if everyone on the Board feels there is a need for such a policy.
Councilmember Beyer stated it is necessary.

Boardmember Williams stated that, from an administrative point of view, this is needed.
Maybe there will never be a use for it; however, if there is, it's in writing.

Boardmember Weiss stated he agrees. It's no different with the driving policy, if it's in
writing, the steps to take will be consistent.

Boardmember Williams stated that a written policy mles out letting a "buddy" get by with
something.

Mayor Hardin felt there is a definite need for a policy and suggested looking at one to
encompass the entire City Staff.

Mr. Schroeder stated that the situations for the Fire Department arc different; however,
reporting to work is the same, the concern is the same, the outcome should be the same.

Boardmember Weiss inquired if this policy would be reviewed by an attorney to which
Chief Kapler stated it is critical that it have attorney review.

Boardmember Williams stated he has a lot of questions about the legal standpoint of such a
policy.

Councilmember Beyer stated that the information they received at the seminar for elected
officials, referred to policies. She wasn't certain that they had examples of such in the
literature; however, she has some copies of policies from other cities.

Chief Kapler suggested it would be easier to deal with a policy such as this now when there
is not a problem.

Consensus of the Fire Board was to review thc policy and bring it back with suggestions.
Mayor Hardin commended Chief Kapler for the initiative to deal with this issue.

Fire Board/February 8, 1995
Paoe 4 of 6
