I
I
!
I

I
I
I
I
I
I
!
I
I
I
I
I
I

CASE #

REVIEW ORGANIZATIONAL CHART
By: Ryan R. Schroeder, City Administrator

Background:

At the Febm~ 14, 1995 Personnel Committee meeting, there was a request to place the
organizational chart on this meeting. Enclosed for your consideration is the organizational
chart as of the!last amendment of November 7, 1994. The amendment at that time
consisted of twb title changes within the Police Department and one in Administrative
Services. Noneiof these changes resulted in a change in duties or a presumed escalation in
job classification.

Since that time, ~e City has lost the services of the Administrative Services Manager. This
vacancy is prol:~sed to be filled by a position entitled "Assistant to the City Administrator".
This position w[!l continue to serve as the lead Human Resources professional on staff.

Since the last anaendment to the organization, Rarnsey has also experienced a change on the
Council. As such, it is certainly appropriate to consider additional amendments within the
organization stnlcture.

However, I wogld suggest that changes in structure, reporting assignments, or duties,
should be appro~tched with caution and due diligence. Amendments, such as these, cannot
easily be retract~kt once enacted.

This Council is~ just beginning the process of working together as a Council. Also, it
would seem thlt the Human Resources position (Assistant to the City Administrator)
should be ~ledpnor to any further changes. At this pmnt, we do not yet know what skills
and abilities will be gained from the eventual hire. Therefore, it is recommended that no
action be taken ~n this item until later in 1995.

Committee ACtion:

Motion to table action on the organizational chart until later in the year.

Reviewed by:

City Administrat°r
Finance Officer.
City Engineer
Police Chief
Fire Chief

PC: 03/14/95

Copies distributed to:
AFSCME Business Agent
