Schroeder, City Administrator <br /> <br />Background: <br /> <br />In developing t~e 1995 budget, Council identified a significant need for an increase in the <br />part-time temporary line items in parks, engineering, and community development. The <br />streets department continues to have budget allocations for itinerant snow plow assistance <br />(pool of six pei'sons this season) and shoulder, ditch and roadway maintenance in the <br />summer. <br /> <br />In order to readt to citizen concerns expressed due to 1993 and 1994 park maintenance <br />efforts, the Cot~neil directed that part-time park maintenance personnel be brought on in <br />greater numbe~ and perhaps earlier in the season. Therefore, we began advertising in <br />January to fill tlaese positions. Five temporary positions have been filled. One additional <br />position may y~t be filled. Two of these will start fairly immediately with the balance <br />starting at the and of the school year. It is expected that perhaps one or two additional <br />persons may b~brought on mid-summer as early hires reach their 66 work-day maximum <br />(MPELRA reqOirement). Council had also budgeted an increase in contract services. <br />However, should the above provide desired maintenance levels, this line item may not be <br />used beyond ex~sting 1994 expenditure levels. The street position has not yet been filled. <br /> <br />Council had ~Jso budgeted for two intern positions. Council had eliminated the <br />Engineering T~hnician position from the budget after 1993. In turn, the consultant and <br />part-time line i~ems in engineering were increased somewhat. One of the intern positions <br />(or portions of ~oth) will serve functions in this area. <br /> <br />The other iOtern position is intended to lend assistance in Community <br />Development/l~lanning and Park Development. Again, in an effort to increase our park <br />maintenance guccess levels, the intern will provide the primary staff liaison to <br />neighborhood ~roups, the Park and Recreation Commission and the Council on park <br />development ti~sks. This is intended to free up the Parks/Utilities Supervisor for <br />maintenance dt~ties more so than would otherwise be the case. Kendra Lindahl (resume <br />attached) has ~en hired for this position. She will be on board March 14, 1995.
